Global performance contract within the meaning of Articles L2171-3 and R2171-2 to R2171-3 of the Public Order Code.
SYTRAIVAL intends to use the competitive dialogue procedure pursuant to Articles L2124-4 and R2124-5 of the Public Procurement Code insofar as the contracting authority's need cannot be met without adapting immediately available solutions and the response to this need consists of an innovative solution.
SYTRAIVAL is objectively not able to draft the technical specifications without first exchanging and dialoguing with the candidates.
Committed to the energy transition, SYTRAIVAL wishes to operate its existing facilities linked to the heating network and promote its development possibilities, with the permanent search for the improvement of energy efficiency.
In this context, SYTRAIVAL has decided to launch a global energy performance market whose objective will be to:
- Set up a heat reinjection from the Belleroche boiler room to the historic SYTRAIVAL network;
- Resize a natural gas generator in the Belleroche boiler room with increased power to ensure the rescue of the heat supply.
- to ensure an improvement in the energy performance of the network and substations.
Actions to improve energy performance may be proposed in terms of:
- Interventions on equipment, supply and installation of technical equipment including wood boiler, gas condensation, network and substations, balancing, BMS, etc.
- Management of the supply of heating energy (P1);
- Operation, maintenance, major servicing and renewal (P2-p3) of thermal installations. This mission element includes the monitoring and steering of energy performance improvements, in particular by relying on a measurement and verification plan.
The Contract does not cover the thermal improvement of the building envelope of the structure. On the other hand, it includes an intervention on the closed and covered of the existing Belleroche boiler room for the implementation of a consolidation of the emergency auxiliary power.

the contract includes services such as P1 gas, P'1 P2, P3 type MC with GER, energy performance guarantee clause (GPE) and profit-sharing, coupled with works.
