Within the Decree on Basic Accessibility, the Transport Regions develop a regional transport plan. Within that transport plan, public transport is structured into a layered network. In addition, the intention of the transport regions is to expand mobi points at important locations within that network. These mobi points are designed within the Hoppinpunt brand for which Flanders has developed a brand architecture. The realization of these Hop Points is entrusted to the road manager: the Agency for Roads and Traffic for Regional Roads and the local authorities for municipal roads. For the realization, subsidies are made available to the local authorities that depend on the network level of the Hoppinpunt (interregional, regional, local or neighbourhood hopping points).
