development of the Plui (Local Intercommunal Urban Plan) of Grandsoissons Agglomeration

grandsoissons Agglomeration (Gsa) became competent in terms of PLU on 01-07-2021, in accordance with the law Access to Housing and Renovated Urbanism, no 2014-366. The GSA Community Council thus prescribed the development of a Local Intercommunal Urban Plan (Plui) by deliberation No Cc/2022/164 of 22 September 2022. The Community now wishes to enlist the services of a specialized design office to assist it in the development of this planning document. It is a question here of developing a Plui in order to provide the Community with an urban planning document by reasoning on a global approach, to better take into account the disparities of the territory. This study must comply with the planning principles defined by law, in particular in Articles L.110 and L.121-1 of the C.U., and updated by the Grenelle and ALUR Laws. development of the Plui (Local Intercommunal Urban Plan) of Grandsoissons Agglomération.La mission does not include the development of a local intercommunal advertising regulation (RLPI). Refer to the Cctp.Nature of services: The mission includes all the technical services necessary for the development of the Plui. These will be carried out in such a way as to evolve in a progressive, rational and controlled way from the initial expression of the problem to the final expression of the Plui project submitted to the GSA Community Council for approval. This progression is planned according to the following 6 phases:-Phase 1: Territorial diagnosis and strategic issues-phase 2: the Planning and Sustainable Development Project (Padd)-Phase 3: Development of the OAPs and the Regulation (written and graphic)-phase 4: Administrative phase: Shaping of the Plui for Stopping, public inquiry and Approval-Phase 5: Ongoing environmental assessment-phase 6: Assistance in consultation with the inhabitants and in the good collaboration with the municipalities. Nevertheless, these phases should not be considered as fixed. The approach must be dynamic and the incumbent will have to return to the initial phases and modify the documents according to the evolution of the project. The incumbent will have to work closely with the services of the Community (Strategy and Major Projects Department), but also with the service provider in charge of GSA's PLH (Local Housing Program 2022_2028) and with Cerema on the Land component.
