The services requested within this tender include services from research agencies for the purpose of carrying out, among other things: literature research, quantitative or qualitative research, mixed design research and market or user research. These intended services are used for the internal, corporate research objectives of Stichting Kennisnet and its collaborating partners.

Purpose and scope of the tender

The tender must lead to the selection of 3 contracting parties for the research services to be provided for Kennisnet in this tender. A maximum of 5 candidates will be admitted to the award phase.

Out of scope is scientific research as referred to in Article 2.24(g) of the Procurement Act 2012.

About Kennisnet

• Expert and guide for schools and boards that have to make choices about the use of ICT

• developer and service provider of public ICT facilities

• chain and sector architect of the (sectoral and suprasectoral) ICT infrastructure in education.

Purpose and scope of the tender

The tender must lead to the selection of 3 contracting parties for the research services to be provided for Kennisnet in this tender. A maximum of 5 candidates will be admitted to the award phase.

Kennisnet attaches great importance to the relationship with the service providers to be selected and is therefore looking for a flexible and high-quality service organization.

Kennisnet outsources a complete research assignment through a mini-competition among 3 mantle parties, which is carried out by the service provider on a project basis for a total price.

By means of this tender, Kennisnet strives to select market parties that have demonstrable experience with:

• Methodical design of research for various goals and questions, such as monitoring sector development, improving products and services, knowledge development and literature research.

• Development of research approaches in research instruments such as questionnaires, interviews in which representative samples are taken. The research instruments used are reliable and valid, if possible validated and otherwise well (scientifically) substantiated and developed. In questionnaires, the reliability of scales used is good (Cronbachs' Alpha).

• Data collection, both quantitative and qualitative. Including logistical support.

• Data analysis, both quantitative (both descriptive and in-depth) and qualitative

• Reporting on results

• Project management for the research

Out of scope is scientific research as referred to in Article 2.24(g) of the Procurement Act 2012.

The financial size of this assignment is difficult to estimate. The assignment value partly depends on the approval of future grant applications and additional funding of the Digital Safe Education Programme Plan, The Impulse of Open Learning Materials Programme Plan and the Digital Literacy Expertise Point Programme Plan. It is expected that research expenditure could be 50% higher than currently foreseen in the regular work for Kennisnet. The Contract Value is therefore estimated subject to change at € 1,800,000 (up to a maximum of € 2,700,000 including unforeseen work) excluding VAT; This is the total bandwidth based on the total contract duration of four (4) years including option years. No rights can be derived from the amounts mentioned here, or elsewhere in this document.

This is an extension option as referred to in Article 2.163c of the Procurement Act 2012.

The contract value is therefore above the European threshold amount of € 215,000 ex VAT.
