The provision of construction work to support the redevelopment of Elizabeth Harbour, which will support the move of the existing Lift On Lift Off (LoLo) crane operation from New North Quay to Elizabeth Harbour and to co-locate it with the Roll On Roll Off (RoRo) operation of the island.
The Marine works will include:
1. New land creation through the combination of a suspended deck and reclamation
2. LoLo berth with associated services and furniture
3. The dredging of a new berth pocket and basin
4. Concrete Block Return wall and Revetment
Ports of Jersey’s St Helier Harbour Master Plan is a long-term development plan that supports the transformation of Elizabeth Harbour, La Collette and Victoria Pier, the Old Harbours and La Folie, Albert Pier, and New North Quay. The Harbour Master Plan will start with the most immediate need – the redevelopment of Elizabeth Harbour.
The Harbour Master Plan proposals will see the existing Lift On Lift Off (LoLo) crane operation moved from New North Quay to Elizabeth Harbour to co-locate with the Roll-on, Roll-off (RoRo) operation. This new combined area will safeguard the Island’s supply chain by supporting anticipated freight requirements for future generations.
The Marine works will include:

This procurement shall follow a Restricted Procurement Procedure.
1. Selection Questionnaire (SQ)

Route to Market and Design Approach
Ports of Jersey’s current recommended procurement routes for the Elizabeth Harbour
Marine Works is a two-staged Design and Build process:
Stage One (Design / Early Contractor Involvement)
A limited, early appointment under an NEC4 Option C Contract which allows a contractor to
commence with works and services, which may include:
- Detailed Design necessary to ensure early procurement of services / materials and early
construction activities
- Confirmation on construction sequencing & schedule
- Identification of construction and supply chain risk and mitigation measures
- Construction logistics strategy
- Procurement of long-lead items
- Surveys / site and ground investigations
Stage Two (Construction)
The contractor is engaged under a ‘Build’ contract using the pricing criteria agreed in Stage
One. This stage will include remaining detailed design.
Planning Application
The Planning Application Determination for Elizabeth Harbour has been submitted and yet to be determined.
The Planning submission can be viewed on the Government of Jersey website, and a link can be found in the Selection Questionnaire.
The Procurement schedule assumes the Planning Application Determination will be approved in July 2023.
