The subject of the tender is a framework agreement with a provider on the provision of bicycles by way of (partial amortisation) leasing in accordance with the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public service (TV bicycle leasing).
The district of Herford is in charge of tendering for the following cooperation partners, who bundle their respective needs as clients in the present tender:

The estimated purchase quantity is 694 bicycles. There is a binding maximum acceptance limit of 779 bicycles.
The cooperation partners intend to offer their respective employees covered by collective agreements service bike leasing through deferred compensation. This is based on the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public sector (TV bicycle leasing). The lessee should not be the employees entitled to receive the contract, but the respective municipal employer or above-mentioned cooperation partner who makes the business bike available to his employees. Each cooperation partner should provide the same legal framework and conditions for bicycles for its eligible tenants.

Tenders are issued to a central service provider who provides the leasing of the bikes uniformly in the form of partial amortization leasing for the purpose of transfer to employees covered by collective agreements for business and private use, including all maintenance, insurance, training and services (in particular processing of order, return and claims processing processes, maintenance and repair, incident management and provision of an online portal, etc.).
The framework agreement does not give rise to any claim by the contractor to call for a specific purchase and/or annual quantity. A minimum purchase quantity is not agreed.
