The subject of the service is the development and pilot testing of a procedure for determining appropriate staffing levels in intensive care units for adults.

According to the regulations newly introduced by the Hospital Care Relief Act of 20 December 2022 (Federal Law Gazette I p. 2793), the Federal Ministry of Health (BMG) has appointed a contractor pursuant to § 137k para. 3 sentence 1 SGB V by 31 October 2023 at the latest with the development and model testing of a procedure for determining appropriate staffing on wards of intensive care somatic care for adults (in the The following: intensive care units). On the basis of the results generated below, the introduction of a system for personnel assessment in intensive care units, analogous to the current introduction of the nursing staff regulation 2.0 on normal wards, is planned. Due to their special characteristics, intensive care units are not covered by the personnel assessment concept PPR 2.0, which is also to be introduced with the regulation § 137k SGB V. The BMG must take into account the results of the trial when issuing or adapting the ordinance in accordance with § 137k (4) and (5) SGB V.
The tendered service is divided into two service phases. First of all, an inventory of available personnel assessment instruments and an evaluation of their basic suitability for a mandatory introduction in hospitals is carried out. On the basis of the results of the inventory and the recommendation made by contractors, the BMG decides on the subsequent testing of a personnel assessment instrument.
