Description:
Supply, installation and maintenance of a secure Cloud IT hosting solution for server infrastructure, office automation, VoIP telephony and installation of broadband lines

See II.2.4

The 4 objectives of the market are:

1. Migrate server infrastructure and on-premise applications to a fully secure PaaS or SaaS cloud service that complies with the Belgian and European legislation and recommendations currently in force on the protection of private data and civil status.

2. Migrate the entire collaborative office environment and current messaging to a unified SaaS Cloud solution of the "Digital Workplace" type fully secure and compliant with the Belgian and European legislation and recommendations currently in force on the protection of private data and civil status.

3. Migrate the local telephone exchange to a VoIP "Cloud PBX" solution with the possibility of integration in Unified Telephony with the Cloud "Digital Workplace" solution.

4. The installation, for the buildings of the municipality and the CPAS hosting the largest number of users, of a new high-speed internet connectivity (fiber if available), secure and redundant to access the various "Cloud" services requested above.

One of the corollaries of the first 3 objectives will be the need to adapt the architecture of the WAN network and Internet currently in place. Indeed, in addition to the need for increased bandwidth (4th objective), maintaining an inter-site MPLS WAN network centered on CA and the AC-CPAS wireless bridge will no longer make sense. In addition, the architecture and choice of WAN-Internet networking and security technologies will be dictated by the type and architecture of cloud services that will be implemented. Logically, the tenderer will therefore plan to adapt the WAN-Internet networks and security integrated into its Cloud services and based, among other things, on the new high-speed Internet connectivity it will offer. The new security architecture thus implemented by the successful bidder will aim to protect data whether it is in transit on the new networks, or whether it is stored-processed (data at rest) by the contracting authority's users on the new Cloud services or locally on workstations.

Another corollary of the first 3 objectives is the need to set up for each of these migrations a plan of prior training, accompaniment to changes and post-migration support for all users concerned by these migrations.

As the contracting authority does not currently have internal IT skills for these matters, the successful bidder will be in charge of the entire migration project, training and user support before, during and after migration as well as the operational maintenance of its Cloud solutions and related secure networks.

The contract is planned for a non-renewable period of 4 years.

This is a joint public contract Commune-CPAS-Régie Communale Autonome.

The quantities mentioned in the technical clauses are presumed quantities at the date of publication of the contract (At the time of drafting the conditions of this contract, the administration is not in a position to define precisely the quantities of supplies it will need. Consequently, the presumed quantities and the descriptions or references indicated in the specifications (see Annex B: Inventory) governing this contract are purely indicative and represent only a sample: they do not bind the administration in any way. Therefore, the successful tenderer will not be able to claim any compensation in the event that the presumed quantities are not reached).

The "Cloud" services offered will be billed by monthly subscriptions, the quantities of which may increase or decrease during the duration of the market according to the evolution of the needs of the power of the market. (see contract documents)
