1.The object of the order is a service consisting of the collection of municipal waste from the owners of real estate located within the city of Nowy Sącz and their landscaping.
2.The subject of the order shall cover its scope:
2.1. collecting municipal waste from the owners of real estate on which residents live, from owners of real estate on which residents do not live and municipal waste is generated, from the property on which there is a summer house or other real estate used for recreational purposes, located in the city of Nowy Sącz and municipal waste management;
2.2.organizing and running in the city of Nowy Sącz from January 1, 2023 1 (one) Selective Municipal Waste Collection Point (PSZOK) and collecting and managing municipal waste collected in PSZOK
3.For a detailed description of the item of the order, see the Specification of the Order Terms, hereinafter referred to as the “specification”.
1.The Contracting Authority shall indicate the estimated quantity:
1.1.waste collected from outside the property, i.e. "at source":
(a)unsegregated (mixed) municipal waste (code 20 03 01) in an amount of 21 000 Mg/year;
(b)bio-waste (coded 20 02 01, 20 01 08) in an amount of 6 200 Mg/year;
(c)furniture and other bulky waste, waste electrical and electronic equipment, used tyres (coded 16 01 03, 20 01 21, 20 01 23, 20 01 35, 20 01 36, 20 03 07) in an amount of 2 200 Mg/year;
(d)other municipal separately collected waste (wastes of groups 15 and 20 (including hazardous waste) not specified in points (a) to (c) in an amount of 4 200 Mg/year.
1.2.waste taken in PSZOK
(a) biowaste — 90 Mg/year;
(b) furniture and other large-sized waste, waste electrical and electronic equipment, used tyres — in the amount of 310 Mg/year;
(c) construction and demolition waste - in the amount of 320 Mg/year;
(d)other municipal separately collected waste (wastes of groups 15 and 20 (including hazardous waste) not specified in points (a) to (c) in an amount of 40 Mg/year.
The expected maximum amount of municipal waste that the Contractor will be obliged to collect from the city of Nowy Sącz during the period of implementation of the subject of the contract is 34 360 Mg / year, including the estimated amount of waste delivered to PSZOK is 760 Mg / year. The indicated data are auxiliary information to determine the value of the contract, but they are not binding for the Contractor and cannot be the basis for pursuing financial claims in this respect.
1.3.bags for separate collection of waste, which the Contractor will be obliged to provide as part of the service:
a) the average annual number of bags with the inscription BIO – 756 000,
b) the average annual number of bags with the inscription PAPIER – 251 000,
c) the average annual number of bags with the inscription GLASS – 117 000,
d) average annual number of bags with the inscription METALS, ARTIFICIAL CREATIONS – 472 000
The quantities given above are the quantities estimated by the Ordering Party, as the projected number of bags that will be given to the residents of the City. The Contractors shall not be entitled to any claim against the Ordering Party if the number of bags which will eventually be ordered by the Ordering Party is different than the quantities given above.
2.The Contractor performing the subject of the contract is obliged to transfer unsegregated (mixed) municipal waste collected from the city to municipal installations (referred to in Article 35(6) of the Waste Act of 14 December 2012 (consolidated text: Journal of Laws of 2022, item 699, późn.zm), hereinafter referred to as the "Waste Act".
In the case of a fraction of waste selectively collected as part of waste management, the Contractor will be obliged to transfer them to a recovery and disposal facility, in accordance with the waste hierarchy, in accordance with the provisions of the Waste Act.
3.For the duration of the contract, the Contractor will be obliged to have a storage and transport base that meets the requirements resulting from the provisions of the Regulation of the Minister of the Environment of 11 January 2013 on detailed requirements for collecting municipal waste from property owners (Journal of Laws of 2013, item 122) and a Customer Service Office located in the city of Nowy Sącz, open from Monday to Friday from 7.00 a.m. to 3.00 p.m., with a reservation, that it must have two independent telephone lines, and will provide the possibility of contact by electronic means.
4.At the latest on the date of conclusion of the contract, the Contractor shall be obliged to present the authorisation for the collection of waste referred to in point 4 of Chapter XVI of the specification.
