The municipality has the ambition to use the Stadspas as a central facility for its users. The Stadspas has been developed for minima and people on state pension. With this facility, users can receive discounts on attractions, film, sports, festivals, museums and theater. In addition, the municipality currently has a number of child credit schemes that are also available to many users of the Stadspas. The plan is to digitize the entire child credit in phases. In addition to the existing benefits, a user of the City Pass can also receive the other schemes on the pass, if this applies to him or her. The budgets that will be put on the line can be spent in shops (retailers), schools and sports clubs. With this tender, a partner is sought who can set up, expand and maintain the associated network of retailers needed to allow users to spend their budget.

In this tendering procedure, the Municipality opts for the social and other specific services (SAS) procedure. Because the nature of the assignment falls within the framework of Annex XIV of the Public Procurement Act, the municipality believes that this procedure is the most appropriate.
