The City of Hämeenlinna invites tenders for LED street lights in accordance with the invitation to tender and its appendices.
The tenderer must read the invitation to tender and its appendices carefully. When submitting a tender, the tenderer must ensure that it has filled in the annexes to the invitation to tender in full and uploads them as part of its tender. In particular, the tenderer must pay attention to Appendices 1, 6A and 6B, which must be carefully completed. The cells marked as to be filled in by the provider in Annexes 6A and 6B are highlighted in red/orange background. Annex 1 concerns the technical requirements for the tenderer's goods (minimum requirements). In Annex 6A, the tenderer indicates the unit prices of the luminaires and accessories it offers (the lowest benchmark price receives maximum points). In Annex 6B, the tenderer indicates the electrical power of the luminaires it offers (the lowest power consumption according to the lighting calculations receives maximum points).
The object of the procurement is street lamps implemented with LED technology in accordance with the tender documents.
The tendering process will be carried out in an open procedure, based on which one (1) supplier will be selected as the contract supplier. The competitive tendering process is selected on the basis of overall economic affordability, compared to the best price-quality ratio. Price is weighted 80 points in competitive tendering and quality 20 points. If several tenderers obtain the same number of points, the contracting entity draws lots for the selected tenderers. The lottery is a method accepted by case law.
The contract shall commence at the earliest once the procurement decision has entered into force. The contract period is valid until further notice. The period of notice of the contract is six (6) months for the Client and twelve (12) months for the Provider/Supplier.
The tenderer should note that the submission of the tender includes certificates issued by an impartial inspection body for the luminaires. The certificates of an impartial inspection body must be submitted no later than before the contract is signed, i.e. during the procurement decision and the appeal and waiting period at the end of September or the beginning of October 2023. The absence of these will lead to the rejection of the tenderer. The above-mentioned certificates may and may be submitted as part of the tender, but tenderers are allowed a longer period than the deadline set in the invitation to tender.
