FREVAR KF will construct a new sewage treatment plant at Øra in Fredrikstad. The new sewage treatment plant will consist of a new building for pre-treatment and bio-treatment, with an administration part, a building for sludge treatment, and two decaying tanks.
The triggering need for the measure is the public administrator's decision to change the permission for Øra treatment plant with new requirements for secondary treatment.
The project consists of 6 different contracts;
- E01 Preparatory ground work (NS8405)
- E02 Building (NS8407 with partnering)
- E11 Pre-treatment (NS 8407 with partnering)(this contract)
- E12 Bio (NS8407 with partnering)
- E13 Sludge (NS8407 with partnering)
- E14 Control systems (NS8407 with partnering)

FREVAR KF (the contracting authority) invites tenderers to a contest with negotiations after a prior notice, cf. the utilities regulations (FOR) § 9-1 (1), for a turnkey contract for E11 Pre-treatment for a new sewage treatment plant for FREVAR KF.
The procurement will be made in two stages:
Stage 1: The qualification phase and
Stage 2: The tender phase.
The contract includes the following:
- Engineering design services/dimensioning
- Modelling in accordance with the BIM-manual
- Interface and user clarifications
- Participation in a partnering phase
- Rigging and management of own work
- Progress planning coordinated with the general progress plan
- Complete delivery and assembly
- Planning and instructing all the necessary constructional auxiliary work
- Complete electro and automation, including system form and function descriptions for own work
- Commissioning and trial period
- Training
- MOMD documentation.
NS8407 applies as the contractual provisions, with the amendments in part 2 - Tender Documentation, point B.2. Special contract provisions.
The contract will have two phases:
Phase 1: Partnering phase (Part 1 of the contract): The aim of phase 1 is to ensure coordinated engineering design services and execution with the intention of finding the best solutions to fulfil the Builder's functional needs.
Phase 2: The construction phase (part 2 of the contract): If the goals for the partnering are achieved in phase 1, phase 2 will be carried out with the detailed engineering design services and execution.
Phase 1 will start when the contract is signed, whilst phase 2 is expected to start in January 2023, with the hand over of the contract work in January 2026. See the General Progress Plan, Annex 24 E3.
