The Ministry would like to have an external mapping and analysis of goal orientated attempts at influencing via information from international actors before and during the Norwegian election in 2019. The tenderer must map information that is spread over the Internet, with particular emphasis on goal orientated campaigns, both on websites, social media, established and alternative news sites, as well as internet forums and internet communities. The tenderer must identify which actors spread misinformation that is aimed at Norwegian inhabitants.

The assignment must be submitted in the form of a written report. The report must be submitted by the end of October 2019.

The assignment has a value of 1 500 000 NOK — 1 700 000 NOK excluding VAT.
