In the case of a group of economic operators, the form desired by the contracting authority is a joint group with a joint and several representative. If the awarded grouping is of a different form, it may be obliged to ensure its transformation to comply with the wish of the contracting authority. Applicants are prohibited from submitting multiple bids by acting at once:
- as individual candidates and members of one or more groups,
- as members of several groups.
