The subject of the contract is the design and production of subprints of certificates with detailed results of the eighth-grader's exam, subprints of certificates confirming qualifications in the profession, subprints of maturity certificates, on paper with a watermark with a special chemical composition preventing traceless removal of the print and distribution of the above-mentioned materials to the headquarters of 8 district examination boards and the Central Examination Board divided into task I - implemented in 2023 and Task II - implemented in 2024
1.The subject of the contract is the design and production of subprints of certificates of detailed results of the eighth-grader exam, subprints of certificates confirming qualifications in the profession, subprints of maturity certificates, on paper with a watermark with a special chemical composition preventing traceless removal of the print and distribution of the above-mentioned materials to the seats of 8 district examination boards and the Central Examination Board, including:
(1) For task I:
(a) 505 040 pcs. subprints of certificates of detailed results of the eighth-grader exam;
b) 575 040 pcs. subprints of maturity certificates;
(c) 450 040 pcs. subprints of certificates confirming qualifications in the profession;
and option (maximum numbers):
d) 50 000 pcs. a total of subprints of maturity certificates/certificates confirming qualifications in the profession.
(e) 10 000 pcs. certificates of detailed results of the eighth-grader exam
2. For Task II:
a) 435 040 pcs. subprints of certificates of detailed results of the eighth-grader exam;
b) 655 040 pcs. subprints of maturity certificates;
(c) 565 040 pcs. subprints of certificates confirming qualifications in the profession;
and option (maximum numbers):
d) 50 000 pcs. a total of subprints of maturity certificates/certificates confirming qualifications in the profession.
(e) 10 000 pcs. certificates of detailed results of the eighth-grader exam
2. A detailed description of the subject of the contract (OPZ) is specified in Annex 1a and 1b to the SWZ.
3. The Contractor is obliged to perform activities related to the production of prints by persons employed by the Contractor or subcontractor on the basis of an employment contract within the meaning of Article 22 § 1 of the Act of 26 June 1974 - Labour Code in accordance with the provisions of the model contract and the description of the subject of the contract.
4. The Contracting Authority does not provide for the submission of partial tenders. The contracting authority did not divide the contract into parts as part of this procedure due to the fact that the costs of production and delivery of subprints depend on the volume of the print run. In addition, the advanced technological solutions required by the execution of the order (steel engraving printing, paper production with a multi-ton watermark) are not available to all entities on the market. Subprints, in the light of the Act on Public Documents and its implementing acts, are documents requiring the introduction of safeguards aimed at protecting documents against forgery. They are also prints of strict accounting. Due to the above, they should be made by an entity experienced in the production of this type of documents. For the above reasons, dividing the contract into lots would be pointless because it would lead to activities unprofitable for the Ordering Party. It would also not allow SMEs to participate in the procedure. As part of the contract referred to in Article 30(4) of the PPL Act, the contracting authority awarded a contract for a small part of the subprints.
5. The Contracting Authority does not provide for the submission of variant offers.
6. The Contracting Authority does not provide for the award of similar contracts referred to in Article 214(1)(7) of the PPL Act.
7. The Ordering Party does not require and does not allow the submission of an offer in the form of electronic catalogs or attaching electronic catalogs to the offer, in the situation specified in Article 93 of the PPL Act.
8. Before initiating the procedure, the contracting authority placed an advertisement on its website in order to determine the estimated value of the contract https://bip.cke.gov.pl/.
9. The Contracting Authority provides for the organisation of an on-site inspection. Participation in the on-site visit is not obligatory. The Contractor may effectively submit an offer in the course of the procedure without participating in an on-site inspection – the offer of such a Contractor will not be rejected. Contractors wishing to take part in the vision are obliged to submit an application for participation by e-mail to the address of the przetargi@cke-efs.pl no later than 3 working days before the deadline for submitting tenders.
