1. The subject of the contract is the provision of postal services in domestic trade in the field of outgoing correspondence from the Office for International Transport of the Chief Inspectorate of Road Transport.
2. A detailed description of the subject matter of the order is specified in Part III of the SWZ OPZ and Part IV of the PPU;
The contract is included in the plan of procurement procedures published in the Public Procurement Bulletin under number 2.3.7 and is not awarded as part of each of which constitutes a separate procedure.

1. By providing postal services in domestic trade in the scope of outgoing correspondence from the Office for International Transport of the Chief Inspectorate of Road Transport, the Contracting Authority understands services in the field of receiving, transporting and delivering to the indicated address parcels containing documents created by the Office for International Transport, including administrative decisions, and returning these parcels to the forwarding address
2. For the purposes of presenting price information by the Contractors, the Contracting Authority estimates that during the contract performance period:
1) may require the following quantities of consignments and services:
a. postal item up to 0.5 kg – estimated quantity 165 545;
b. postal item over 0.5 kg – up to 1 kg – estimated quantity 47 299;
c. postal item over 1 kg – up to 2 kg – estimated quantity 23 649;
d. postal item over 2 kg – up to 5 kg – estimated quantity 206;
e. postal item over 5 kg – up to 10 kg – estimated quantity 20;
f. postal consignment over 10 kg – up to 20 kg – estimated quantity 8;
g. express service delivery by 12 noon – estimated number 15;
h. express service delivery on Saturday - estimated quantity 36;
I. Additional service Third service - estimated quantity 1.
2) the following number of shipments may not be collected by the addressee and returned to the Ordering Party:
a. postal item up to 0.5 kg – estimated quantity 498;
b. postal item over 0,5 kg – up to 1 kg – estimated quantity 135;
c. postal item over 1 kg – up to 2 kg – estimated quantity 63;
d. postal item over 2 kg – up to 5 kg – estimated quantity 18;
e. postal consignment over 5 kg – up to 10 kg – estimated quantity 3;
f. postal shipment over 10 kg – up to 20 kg – estimated quantity 3.
3. A detailed description of the subject of the contract is specified in Part III OF THE OPZ SWZ and in Part IV OF THE SWZ PPU;

1. The Contracting Authority requires the Contractors to pay a deposit in the amount of PLN 50,000.00 (in words: fifty thousand zlotys);
2. The Contracting Authority:
- allows the Possibility of the Contractor to undergo an on-site inspection;
- does not specify the requirement for the Contractor or subcontractor to employ persons on the basis of an employment contract;
- does not reserve the obligation of the Contractor to personally perform key tasks;
- does not require the Contractor to employ the persons referred to in Article 96(2)(2) of the PPL Act, however, in order to obtain points under the criterion "Number of unemployed persons who will be employed under an employment contract", it allows the Contractor to declare the employment of unemployed persons who will be involved in the performance of the contract.
3. With regard to the subject of the contract:
a) did not take into account the requirements of Article 100(1) of the PPL
b) has not specified the environmental requirements of Article 101(1)(1) of the PPL
4. In the requirements related to the performance of the contract, the Ordering Party shall not reserve:
a) employment on the basis of an employment relationship - Article 95 of the PPL
5. The Contracting Authority does not provide:
(a) invalidate the proceedings in the cases referred to in Article 257 of the PPL (hereinafter referred to as the 'PPL');
b) conduct a pre-offer meeting with the Contractors.
(c) the holding of an electronic auction.
d) the possibility of awarding contracts referred to in Article 214(1)(7) of the PPL Act.
e) reimbursement of the costs of participation in the proceedings, except in the situation referred to in Article 261 of the PPL Act.
f) the requirement or the possibility of submitting offers in the form of electronic catalogues or attaching electronic catalogues to the offer, in the situation specified in Article 93 of the PPL Act.
