Implementation of a composite framework agreement for maintenance services for video surveillance installations at various France Bank sites.

The framework agreement mainly includes services to be performed on a flat-rate basis and additional services on purchase orders.

The contract includes all the manpower, services and equipment necessary for the operation and preventive, corrective maintenance and maintenance in a safe condition of the video surveillance equipment of the sites of the France Bank.

The framework agreement is divided into 2 lots. The lots are described in section II.2 of this contract notice.

The perimeter covers the following complex sites:

- Headquarters buildings and peripheral sites in Paris and Île-de-France;

- The trust centre of La Courneuve PLC (93),

- The Michèle Bergstein computer centre (Serris 77),

- The administrative and computer center located in Noisiel (77), (CAMLV, CIMV),

- The fiduciary center in Sainghin in Mélantois -Cefinof (59)

- 8 fiduciary sites in the region: Ajaccio (2A), Bastia (2B), Bordeaux (33), Le centre fiduciaire de Lyon Gerland (69), Marseille (13), Orléans (45), Rennes (35) and Toulouse (31).

The framework agreement consists mainly of the following flat-rate basic benefits:

- Preventive maintenance (at least one site visit per year)

- Corrective maintenance from levels 0 to 4, according to the terminology defined by the FD X60 Standard - including labor, travel, subcontracting, equipment, tooling and dismantling or handling operations necessary for operations, in order to maintain video surveillance installations in required safety condition;

- Maintenance in security conditions (in terms of cybersecurity)

- Corrective and adaptive software maintenance. The Bank of France will provide the holder with the software licenses and new versions of the VMS Providers (Geutebruck, Genetec & Milestone) as well as the operating procedures, the HOLDER will take care of the installation and configuration on the equipment.

- Monitoring and optimization research of installations;

- Functional tests of redundant installations;

- The constitution of spare parts stocks if necessary, and their management, to meet the Intervention Time Guarantees (GTI), the Recovery Time Guarantees (GTR) and curative maintenance,

- The provision of an IT management tool to allow secure access to information concerning the entire fleet, monitoring interventions, and visit reports, invoices and compliance files.

- Administrative follow-up of maintenance operations (minutes, reports, meetings, follow-up of subcontractors, operation, maintenance of technical, regulatory and administrative documentation, establishment of estimates, etc.).

The framework agreement also includes additional services upon issuance of purchase orders, including:

- The supply of spare parts and any spare parts;

- Additional maintenance services (compliance, improvement, extension, replacement, renovation of video surveillance installations);

- Small additional modernization or extension works carried out as part of a project decided by the France Bank, with a view to homogenizing the maintenance of video surveillance of the site;

- Maintenance services planned or requested in the event of an exceptional emergency, during non-working hours (HNO) and on weekends;

- Security work in the event of an immediate security risk (malicious act, abnormal use of facilities, natural disaster, etc.);

The perimeter covers the following sites:

- The administrative centre Poitiers Haut de Montgorges (86) and Poitiers Demi-Lune (86);

- The Autorité de Contrôle Prudentiel et Résolution (ACPR) in Paris (75).

- A dozen fiduciary sites in the region: Annecy (74), Caen (14), Dijon (21), Grenoble (38), Limoges (87), Metz (57), Montpellier (34), Nantes (44), Nice (06), Niort (79), Reims (51), Rouen (76) and Strasbourg (67).
