The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) intends to award the Competence Office for Effective Family Policy by way of an open procedure in accordance with Section 15 VgV in conjunction with Section 119 (1) ARC.

The contractor sought shall provide the following services in detail:

a) Scientific support

One focus of the work is an own scientific activity; The main tasks include:

- Evaluation and preparation of findings from studies and scientific expertise

- Evaluation of data sets (e.g. microcensus, SOEP / FiD, Freda, PASS data)

- Preparation of distribution and labour market analyses with the help of microsimulations

- Gaining and processing knowledge that is of interest for the further development of family-related services and measures

- Preparation of own empirical and international comparative short analyses

- Preparation of extensive empirical analyses and studies, the working principles of which have been developed within the framework of the provision of services

- Ongoing support and initiation in social science and economic issues on the basis of the current state of science

b) Accompanying demographic research

The contractor conducts surveys on key topics of the family department, in particular to record the current reality of life, needs and requirements of families:

- Conception, planning and implementation of quantitative and qualitative demographic surveys on family policy issues

- Evaluation and preparation of demoscopic findings in understandable language and modern media design

- Identification of social trends and derivation of impulses for further work

c) Process and project management

The contractor also takes on tasks of planning, management and service functions, in particular within the framework of a dialogue with social policy actors:

- Conception and planning of (high-profile) dialogue processes with socio-political actors on central projects

- Agile process management and conducting meetings and working and expert discussions as well as specialist workshops

- Awarding of expert opinions in compliance with budgetary and competition regulations

- Implementation of time and financial controlling

d) Knowledge-based public relations

The knowledge gained in connection with the activities should be prepared for good public relations work:

- Conception and writing of publishable texts and formats in understandable language and modern media design suitable for the target group

- Preparation of documentation of the technical workshops for the participants

- Development and support of communication and public relations work on the topics covered, including environment analysis and strategic embedding

e) Optional services

- Commissioning of external expertise for specific issues, the working principles of which have been developed within the framework of the provision of services

- Preparation of extensive empirical analyses and studies, the working principles of which have been developed within the framework of service provision

- Implementation of events within the framework of a dialogue with socio-political actors
