The Municipal Digitization Association (hereinafter Digitization Association Zealand or DIGIT), which works on behalf of 11 municipalities in Zealand, hereby offers delivery of an IT standard Solution with built-in complexity and need for adaptation of design for use in DIGIT standard, consisting of a Financial System and a Payroll and Personnel System, collectively referred to as ERP, as a Software-as-a-Service ("SaaS") solution.
The contract is put out to tender as two sub-contracts for Finance (lot 1) and Salary and Personnel (lot 2). DIGIT intends to contract with one Offeror for delivery under Lot 1 and one Offeror for delivery under Lot 2. The tenderer may choose to apply for prequalification for Lot 1 or for Lot 2 or for both Lot 1 and Lot 2.
Sub-contract 1 EconomyDIGIT's purpose is to provide the participating municipalities with both financial and strategic benefits by promoting the digitalization of municipal tasks and harmonizing the overall digital system use of the participating municipalities. The municipalities have therefore joined forces to carry out a joint tender and implementation of an ERP Solution under the auspices of DIGIT.
The joint project will follow the framework of DIGIT and thus supports the association's purpose of working for harmonization of the overall municipal system use and creating the basis for a long-term and well-integrated collaboration between the association's members, which will help ensure a well-functioning digital support of the task solution in all municipalities.
It is the purpose of the joint tender for an ERP solution that the municipalities get an additional automated, digitized and efficient administrative management in the municipalities. Specifically, the municipalities will have an ambitious approach to digitization with further utilization of the digital opportunities in the Solutions.
Furthermore, it is the intention that the municipalities will have the same core systems within ERP divided into two sub-contracts on Finance and Payroll and Personnel, and that there will be a coordinated and uniform technical and organizational implementation of the joint Solution in the member municipalities, including a coordinated development and implementation of "best practice" business processes in key areas, where there is also a focus on the Solution's user-friendliness and accessibility.
It is thus an important goal for the joint tender and implementation that a common ERP solution supports the municipalities in exploiting the efficiency and quality potentials that lie in working together.
A more uniform IT support between municipalities increases the possibilities of collaborating effectively on the use and administration of IT solutions.
Sub-contract 1 deals with the support of a comprehensive financial system covering the areas:
Chart of accounts, budget and accounting (financial statements, cost accounting, budget follow-up)
Construction and resource management
Debtors
Payment
The solution will be part of the municipalities' overall ERP solution, which also consists of a payroll system (Sub-contract 2).

Sub-contract 2 Payroll and Personnel provides for benefits a comprehensive payroll system covering the areas of payroll and personnel administration (absence and reimbursement in payroll administration, civil servants' pensions, financial matters and salary budgeting) as well as roster.
The solution will be part of the municipalities' overall ERP solution, which also consists of a financial system (Sub-contract 1).
