Student transports for academic years 2022-2023 + and option 2023 -2024
The City of Somero is asking for offers on student transport for the academic year – 2022-2023.
In addition, an option to extend the acquisition for the academic year 2023–2024 is attached to the agreement. A separate decision will be made on the activation of the option.
The target of the procurement is the transport of pupils in primary and pre-primary education.
The customer arranges student transport primarily using existing liner traffic. If the route or timetable for liner traffic is not suitable for school trips for a student who has received a positive school transport decision, or if another criterion for granting the customer's school transport is fulfilled, the student's school transport will be arranged as a charter.
In addition, high school transports have been combined with school transports.
The procurement is divided into three (3) subdivisions. One (1) service provider or a joint bidder or service provider and its subcontractors are selected for each sub-area.
Preliminary timetables and routes are attached to this invitation to tender.
Based on the information provided by the customer, the service provider designs the routes. The customer must approve the routes before the start of the journeys.
The transports are mainly carried out as group transports of pupils from the same direction. The student data is preliminary and based on spring 2022 data.
The routes and number of pupils provided by the subscriber are indicative and do not bind the subscriber. There may be changes in the number of pupils and transport destinations during the academic year, and the customer has the right to check routes and timetables if necessary. The service provider is responsible for the functionality of the route and schedules.
Item routings and schedules are reviewed by academic year/semester to meet the need for transportation when final information about students and schedules is enabled. The reviews are carried out in cooperation with the customer and service providers.
The service provider must inform the transportees in good time before the beginning of the academic year of the schedule at which time the student will pick up the application place in the morning, from where the student will board.
The service provider must take care of all transports of the school so that the waiting times for pupils are as short as possible (Section 32 of the Basic Education Act). The main responsibility for the functionality and punctuality of the route and timetables lies with the operator. The transports concern confirmed school days, e.g. the end date of the schools can be Saturday.
Changes may be made to the address book of the children to be transported before the beginning of the academic year 2022-2023 or during the academic year. The schedules for the option academic year 2023–2024 and the addresses of the students to be transported will be delivered to the contract providers in time before the beginning of the academic year.
Any changes in daily prices for buses will be agreed upon in connection with route upgrades.
In the case of open public transport, free passenger seats can also be used as services and services for adult passengers. The operator is obliged to pay the municipality the ticket revenue for the traffic to be driven and the freight revenue collected from third parties by the end of the semester.
