The aim of the procurement is to acquire IT expert resources to support, among other things: Defining, programming, testing and managing the Tax Administration's new and existing systems. Expert resources will work in projects, development tasks and continuous service production. The purpose of the procurement is to secure special expertise and sufficient resources.
The procurement is divided into six (6) sub-areas, for each of which three (3) Suppliers are selected. The subdivisions and their contents are described in more detail below.
More detailed descriptions of the contents of the assignments in the areas of procurement are described in the appendix Description of the object of procurement in section 3.
The aim is for the agreement to enter into force on 1.9.2023. The agreement is valid for 72 months.
Subdivision 1. Software development expert servicesIn addition to the Gentax main taxation system, the Tax Administration has around twenty different systems, such as those that support the administration. In addition, the Tax Administration is responsible for the information system of the National Incomes Register and the Positive Credit Information System.
The target of the procurement in this area is expert services for application development and to support application development. Development work is carried out in both cloud and on-prem environments, taking into account their simultaneous or mutual activities.
Subdivision 3 Infrastructure consulting expert servicesThe procurement in this area focuses on expert services to support the deployment of cloud services and to support and supplement the basic IT services provided by Valtori (Government ICT Centre).
Subdivision 2 Analytics SolutionThe Tax Administration aims to utilize Big Data, advanced analytics and artificial intelligence (AI) in MS Azure cloud services. The procurement in this area focuses on expert services for their development, maintenance and support of implementation.
Subdivision 4. Technical information managementThe Tax Administration aims to expand the use of MS Azure and Office365 cloud services as a platform for different systems. The main focus of the procurement area is the expert resources of the Azure cloud service infrastructure, but also includes support for, for example, application development tools.
The procurement in this area focuses on professional services to support cloud deployment and cloud environment management.
Sub-area 5 Quality assurance expert servicesThe procurement in this area focuses on expert services to support testing, perform testing and develop testing methods, including the development and maintenance of a test automation system and the implementation of automated test cases.
Section 6 Definition support, facilitation and solution consultingThe target of the procurement in this area is solution consultants to support in the functional and technical definition and development of new services and information systems.
