Lot 1: collection, transport and development:
- unsorted municipal waste and waste collected separately from real estate in the commune and city of Witkowo, where: residents there are summer houses or other real estate used for recreational and leisure purposes (summer plots in Gaj, Ostrowite Prymasowskie, Skorzęcin and Wiekowo),
- separately collected municipal waste from the Selective Municipal Waste Collection Point located in Małachowo-Wierzbiczany,
- separately collected municipal waste from areas intended for public use,
- bulky waste from the commune and city of Witkowo, and
- ensuring the appropriate quantity and quality of containers and bags for selective waste collection;
part 2: collection, transport and management of municipal waste from the area of the Recreation Center in Skorzęcin with the area of 40.41.73 ha together with securing the necessary amount of waste containers.
a) collection, transport and management of unsorted (mixed) municipal waste and waste collected separately from real estate in the commune and city of Witkowo, where:
- residents,
- there are summer houses or other real estate used for recreational and leisure purposes (summer plots in Gaj, Ostrowite Prymasowskie, Skorzęcin and Wiekowo);
b) collection, transport and management of separately collected municipal waste from the Selective Municipal Waste Collection Point (PSZOK) located in Małachowo-Wierzbiczany;
c) collection, transport and management of separately collected municipal waste from areas intended for public use;
d) collection, transport and management of bulky waste from the commune and city of Witkowo;
e) ensuring the appropriate quantity and quality of containers and bags for selective waste collection.
1.1. As part of the task, the Contractor will collect and transport:
a) unsorted (mixed) municipal waste for municipal installation;
b) waste selectively collected from property owners, collected from PSZOK and from areas intended for public use directly or through another waste collector for waste recovery or disposal installations, in accordance with the waste hierarchy referred to in art. 17 of the Act of 14.12.2012 on waste;
c) biodegradable waste (bio waste) for recovery or disposal installations.
The Contractor's responsibility will be to manage the collected unsorted (mixed) municipal waste and waste collected separately by transferring it for recovery or disposal in accordance with applicable law.
1.2. The contractor will equip real estate located in the Witkowo commune, where residents reside and there are summer houses or other real estate used for recreational and leisure purposes, PSZOK in Małachów-Wierzbiczany and areas intended for public use with containers and bags for collecting waste collected in a selective manner .
The remaining part of the description of the subject of the contract is included in the Essential provisions of the contract - attachment to the ToR.
1. The subject of the contract is the collection, transport and management of municipal waste from the area of the Recreation Center in Skorzęcin (uninhabited area) with an area of 40.41.73 ha together with securing the necessary amount of containers for municipal waste.
The resort has approximately 8,000 permanent beds.
On weekends, in June a significant number of tourists come to the Center with a one-day stay / on hot summer weekends, sometimes around 20,000 tourists come to the Center /.
The Center has 50 permanent catering and commercial outlets and about 20 seasonal commercial outlets.
During the year, around 700 Mg of mixed waste is removed from the Recreation Center in Skorzęcin. From September 2018 to August 2019, approx. 676.76 Mg of mixed waste and approx. 19.84 Mg of bulky waste were transported.
2. On the abovementioned terrain, especially at pedestrian paths in the central part of the Center, at the beach and places most frequented by tourists / after agreeing with the appropriate Body - Administrator - Center / containers with smaller capacity, e.g. 240 l. in the amount of min. 200 pcs
The subject of the order also includes emptying containers that the Contractor will place in different parts of the Center, min. at 20 points indicated by the Center Administrator in the number of containers necessary for storing waste at an appropriate daily frequency of emptying.
Recommended containers with capacity 1,100 l. In the amount of about 2-5 items at each point.
A certain number of containers is necessary in the months of June, July and August.
In the remaining period in a reduced amount, but necessary, enabling storage of garbage in every part of the Center.
The contractor is also required to empty up to 70 containers. about 110 l placed on the beach belonging to OKSiR and about 100 street baskets belonging to the Employer.
3. Emptying of containers should take place on a regular basis, so that there is no litter and no epidemiological threat, while in June, July and August daily, and if necessary even several times a day, with particular emphasis on Saturdays and Sundays.
4. It is forbidden to sort garbage at the Recreation Center in Skorzęcin.
5. It is the Contractor's responsibility to maintain cleanliness around containers placed at the Recreation Center and to maintain the appropriate sanitary condition of the containers.
The Purchaser is not responsible for damaged containers owned by the Contractor.
6. The contractor is responsible for the management of municipal waste collected from the area of the Recreation Center in Skorzęcin.
The following waste will be managed:
- Unsorted (mixed) municipal waste - waste code 20 03 01 in an estimated quantity of 676.76 Mg,
- Bulky waste - waste code 20 03 07 in an estimated quantity of 19.84 Mg.
The contractor will indicate in the offer municipal installations to which he intends to transfer waste. The waste transfer will be documented on the basis of waste transfer cards (in accordance with the Regulation of the Minister of the Environment of 25.4.2019.
On the template of documents used for the needs of the waste records), which the Contractor shall provide to the Employer by the 15th day of each month for the previous month, together with copies of weight receipts confirming the time and weight of municipal waste accepted for installation.
The contractor will ensure that, in accordance with art. 20 of the Waste Act (i.e. Journal of Laws of 2019, item 807), the places of recovery or disposal of municipal waste met the technological criteria - they met the requirements set out in Art. 143 of the Act of 27.4.2001 Environmental Protection Law (Journal of Laws of 2019, item 1396, as amended) and other relevant provisions.
