Scope of this tender ensures the provision of support for the hiring desk at the Contracting Authority, whereby the hiring desk is responsible for the external hiring that falls within the scope* of this tender and the handling of:

1. Hiring on a temporary basis from scale 10.

2. Hiring on secondment from scale 10.

3. Hiring on a self-employed basis.

4. Other hiring (possibly not mentioned above).

The hiring supervises officers within the domains mentioned in Annex XII Domain Formulations.

Pay attention:

Hiring on a temporary basis up to and including scale 9, secondment up to and including scale 9 and payroll does not fall within the scope of this tender.

Purpose and duration

By means of this tender, the Contracting Authority intends to select and contract one (1) multi-service provider for the provision and provision of services for all external hiring - with the exception of hiring on a temporary basis up to and including scale 9 - for an initial period of two (2) years. Contracting authority shall have a unilateral, optional extension option of two (2) times one (1) year.

Size

The extent of external hiring under this Agreement is not entirely clear at this time due to the fragmented external hiring. The present contract in this tender represents an estimated annual, indicative contract value of € 8,000,000.00 excluding VAT. Based on the average hourly rate at the Contracting Authority, this amounts to approximately 72,727 hours of external hiring on an annual basis.

NB:

1. No rights can be derived from the assignment value estimate and estimate of the number of hours of external hiring on an annual basis.

2. In order to give the Registrant an idea of the annual hiring, the Registrant will provide an up-to-date overview of hiring in 2022 in Annex XI Overview of external hiring.

3. Due to the high inflation, the Contracting Authority expects that the contract value of this tender can increase by more than twenty (20) percent.
