Framework agreement for the service of design, implementation and management of competitions through digital platform and proctoring service for carrying out tests relating to public insolvency procedures of the Metropolitan City of Reggio Calabria for all professional profiles.

The service must provide, as minimum elements: the design of public competitive tests through the preparation of closed-ended questions, on multiple choice, designed to probe and evaluate the candidates' abilities / abilities and / or specific technical skills; in case of open-ended questions, they will be designed by the Competition Commission; the provision of the digital platform service that allows the remote administration and compilation of tests; the functionality of the offered system can guarantee the anonymous pairing of the

candidate for the written test; the functionality of the system offered able to guarantee remote recognition of candidates in confidential (non-public) mode; the management of oral tests through a platform that allows a digital connection, while ensuring the adoption of technical solutions that ensure the publicity of the same, the identification of participants, as well as the security of communications and their traceability; automated correction of tests involving multiple choice questions designed by the Contractor; the activity of proctoring for the detection of irregularities possibly committed by candidates during the completion of the tests, to be carried out by specially trained personnel. The Service may be managed remotely or in presence, in spaces that are available to the contractor or possibly made available by the Administration; a system of access to online documents (access to written tests and related correction grids); technical assistance for the entire duration of the tests for the resolution of problems that may arise during the execution of the same tests; technical assistance to support candidates for any problems connecting to the platform; the tutoring/test service on the use of the platform, to verify the required technical characteristics, on how to set up the room in which the candidate will take the test; the remote testing platform must be owned by the Contractor or in any case at his disposal, such as to allow the same quickly all the changes, customizations and additions requested by the Administration; the provision of a mobile phone and a personal computer station for each member of the Competition Commissions (and sub-committees).
