Providing a substantive assessment service of applications under the "Polish technological bridges" project for the fifth and sixth recruitment carried out in 2019 - supplementary proceedings

The subject of the contract is "Provision of substantive evaluation services for applications under the" Polish technological bridges "project for the fifth and sixth recruitment carried out in 2019 - supplementary proceedings".

The proceedings are conducted in Polish on the electronic shopping platform at https://paih.eb2b.com.pl (hereinafter referred to as the "Platform" or "System").

The contract is co-financed under contract No. POIR.03.03.01-00-0001 / 17-00 concluded between the Ministry of Development and PAIH SA to implement the Polish technological bridges project, sub-measure 3.3.1 "Polish technological bridges", action 3.3. Support for the promotion and internationalization of innovative enterprises, priority axis No. 3 - Support for innovation in enterprises, the Intelligent Development operational program for 2014-2020.

1. The subject of the contract 'Provision of substantive evaluation services for applications under the' Polish technological bridges 'project for the fifth and sixth recruitment carried out in 2019 - supplementary proceedings' is the provision of expert services consisting of:

1.1. making substantive assessment of Applications for entrusting grants submitted by entrepreneurs - potential grant recipients - in calls for proposals conducted by the Employer on individual markets in the project "Polish technological bridges".

Substantive assessment of entrepreneurs' applications for the award of a grant, consists of 2 independent, but successive stages, i.e.

- 1st stage of substantive assessment - concerns the substantive assessment of the grant recipient's application carried out in parallel by 2 independent experts through the Electronic Service System (SOE),

- 2nd stage of substantive assessment - it concerns the substantive assessment of the application carried out by 3 independent experts during a meeting of the panel of experts, at which the experts meet the applicants. The 2nd degree substantive assessment is a separate assessment carried out in parallel by 3 experts and applies only to those applicants who have gone on to further assessment after the 1st degree substantive assessment.

2. The contract concerns the substantive evaluation of Grant applications and the strategy for expanding grant recipients to the Chinese, US and UAE markets.
