The procurement is being made on behalf of a group of municipalities in a collaboration called The Procurement Circle [Innkjøpssirkelen]. The participants in the tender contest are the contracting authority and the contracting party, respectively.

The purpose of the procurement is to enter into an optimal agreement for the delivery of electricity and portfolio management, both in terms of administration and price. A framework agreement will be signed for the delivery, settlement and reporting of electricity for 16 municipalities in Troms og Finnmark. In addition, portfolio management will be offered as an option in the tender contest for those municipalities that want consultancy management (portfolio management).

The delivered energy is to be settled according to Nord Pool els pot area price NO4. The tenderer will also take over and settle any remaining financial positions that have been worked up at the current supplier.
