Description:
Public service contract relating to a consultancy mission aimed at deepening the implementation of the Investment charge plan, supporting the replication of the shared service center model and providing support for transformations in the water sector.

The consultant support would have three objectives divided into 3 lots:

- Lot 1: Deepen the operational implementation of the Investment workload plan (data collection, conduct of a complete cycle, implementation of the first optimization levers, etc.);

- Lot 2: Anchor the management of platforms and support the replication of the shared services center model (water quality and energy community);

- Lot 3: Provide ad-hoc support to ongoing and future transformations in the water sector.

Operational implementation of the investment load plan

The deepening of the implementation of the Investment Load Plan would involve the consolidation of the load plans of the various players in the sector, through the collection and consolidation of missing data in the tool developed and to animate a cycle of analysis and decision with all the actors of the sector. More specifically, it involves:

- Consolidate the load plans of the various players in the sector in order to define the sectoral load plan;

- Animate, with all the members of the Investment platform, a cycle of analysis, decision-making (outsourcing, market activation, recruitment, modularization of stations, re-prioritization of projects.) and definition of a sectoral action plan to accelerate the implementation of the sectoral investment plan;

-Define a sectoral action plan for market activation, in a context of shortage of skilled labour, disruption of supply chains and inflation.

Support for SSO model replication

The purpose of anchoring the management of the platforms would be to ensure the coordination and monitoring of the deployment of the sectoral platforms through a PMO role (bimonthly monitoring of the progress of the work, help with problem solving, preparation of coordination committees, etc.).

The roles and objectives of these shared service centers can be summarized as follows:

- Provision of resources and expertise for sectoral needs;

- Anticipation of the evolution of core business activities;

- Definition of the standard and expertise requirements of the sector;

- Role of technological and regulatory watch for the entire sector;

- Proactive participation in the construction and consolidation of knowledge of the sector (feedback, studies, training).

Support for transformations in the water sector

In addition to approving the principles of the reform, the Government has asked the sectoral coordination committee through the SPGE and the SWDE to send it an industrial plan that defines the ambitions and objectives related to the reform by 2030 and has instructed the Minister of the Environment to analyze the need to make amendments to the Water Code to facilitate the implementation of sectoral collaborations in the field of governance.

The industrial plan for the water sector adopted by the Sectoral Coordination Committee was transmitted on 27 July 2021 to the responsible Minister. It is fully in line with Wallonia's recovery and reconstruction plan and aims to structure multilateral and transversal synergies across the value chain.
