Nationwide, district by district and community-specific, the structural data on water supply are collected by questioning and site inspection. This is done by engineering firms to be commissioned.
The future development of water resources should be compared with the forecast development of drinking water requirements. For this purpose, source fillings as well as average and minimum groundwater levels are collected and a forecast with a time horizon up to 2050 is made using climate projections. Other topics include the state of the water supply, the replacement supply and preparation for emergencies.
From this, measures are derived and communal recommendations for action are formulated in order to ensure that the water supply is future-proof.
Project management services are to be awarded to coordinate and control this project.
The Ministry for the Environment, Climate and Energy Economics Baden-Württemberg intends to award services for the project management of the master plan water supply Baden-Württemberg.
The “Dürresommer 2018” brought water and the previously natural availability of this resource to the public's attention. Even if the public water supply was not restricted, some municipalities in the country made arrangements for a replacement supply. Against the background of climate change, the state of Baden-Württemberg is now preparing a “Master plan for water supply in Baden-Württemberg” (MP WV), in which the future development of water resources will be assessed nationwide and the structure of the water supply will be surveyed.
In the MP WV, the future development of water resources should be compared with the forecast development of drinking water requirements. For this purpose, the mean and minimum fillings of springs as well as the mean and minimum groundwater levels are collected and a forecast with a time horizon up to 2050 is made using climate projections. The population development and future drinking water needs are estimated on the basis of forecasts by the state statistical office. With the help of the structural data on the water supply, which are to be collected through on-site surveys and inspections, measures are derived and communal recommendations for action are formulated. The survey is carried out by commissioned engineering firms from the water supply sector. An accompanying public relations work takes place.
Stakeholders, such as the municipal associations and water suppliers, are involved in the project over the entire term through an advisory board.
To coordinate and control this extensive, highly complex and multi-layered project, project control should be set up by a suitably qualified specialist office (subject of the contract).

C) public participation and public relations,
D) data management,
E) costs and financing,
F) dates,
G) Award and contracts.
The state of the water supply is to be surveyed in all municipalities in Baden-Württemberg. The surveys are carried out by district. For this purpose, an engineering office to be commissioned is active. One year is estimated for each district for data collection, quality assurance, data evaluation and the preparation of the final reports. The duration will fluctuate, as the size and number of municipalities per district are different and the size of water suppliers is also very different. 7-9 urban and rural districts are to be surveyed each year.
The client attaches great importance to the fact that a project manager who is primarily responsible for the above services is available and performs most of the services (estimated at 80% of the annual working time). He is the main contact for the AG. Special knowledge for the examination and assessment of water management reports or specialist knowledge in the field of public relations and data management can also be provided by other people. The main person responsible, his deputy and the most important experts consulted must be named when the offer is made, stating their personal references. It can be assumed that the provision of the above-mentioned services will take up a total of approx. 120% of a person's annual working hours. In particular at the start of the project and at peak times, it can be assumed that the capacity utilization will be exceeded.
