The subject of the contract is: design, execution and commissioning of the monitoring and control system for water supply facilities Przedsiębiorstwo Wodociągów i Sewalizów sp. z o.o. with its registered office in Olkusz (hereinafter referred to as SMiS), including delivery, installation and commissioning of necessary components, as also transfer of licenses and conduct training.
The Ordering Party has a functioning infrastructure visualization and control system called SCADA. The SMiS, which is the subject of the contract, should take into account: (a) monitoring and control of water supply infrastructure taking into account all the functionality of the current SCADY in this regard; (b) energy monitoring in the form of trafo station monitoring, and the alarm system of the protection of objects together with all functionalities of the current SCADA system in this regard. The subject of the contract includes: (a) the development of a preliminary design solution of the new system; b) development of the SMiS executive project; c) delivery, assembly and commissioning of SMiS for the central water supply system; d) delivery, assembly and commissioning of SMiS for other system facilities; e) development of as-built documentation; (f) the provision of licenses and all rights enabling the Ordering Party to use the software provided under the order; (g) develop an SMiS operating manual; (h) training of the Ordering Party's staff from service and administration SMiS system. As part of the order, new system infrastructure will be delivered, installed and launched, including: 3 pcs servers, switches, 3pcs workstations, 7pcs monitors, drivers, communication modules. The SMiS system should be launched for a central water supply system of 13 facilities (including; water inputs 4pc, measuring chamber-6pc, water pumping station, water reservoils-2 facilities) and 28 other facilities (local-7pcs. , pure-water pumping stations - 7pcs., monitoring pnt. 12pcs., tanks -2pcs.) Measuring signals include: flow, pressure, water mirror level, with/off pump, chlorine dispensing (on/off, setting set dose), turbidity measurement, intrusion alarms, opening (reflecting signals from alarm stations), object power signal, temperature, wardrobe temperature ACPiA, transmission of inverter work data, transmission of signals from power equipment, signal flooding of wells and technological premises. The selection of measurement and control signals is specified in the SWZ with an indication for a specific group of objects taking into account their functionality and specificity. SMiS requirements: Provide and run a monitoring system based on SCADA licensing software. The license should provide for a minimum of 25% visualized and archived variables for the planned 130 objects. The software must provide basic functionality: collecting, processing, visualizing signals, alerting, archiving, reporting. It is required that the applied software is meant as a server-client architecture. Client stations should allow access to all SMiS features based on differentiated user privileges. The license provided should allow modification and configuration of visualizations in SCADA software to the required number of objects, as well as expansion by further objects (maximum number of objects of 130 pieces should be accepted). The SMiS system should provide a relatively simple and fast expansion in the future with further objects, as well as subsequent client stations. The SMiS system should have extracted user accounts independent of the operating system accounts (users). Advanced access protection system (at least three-level) user profiles will ensure software protection and prevent unauthorized users from interfering with the work of the entire system.SMiS system should allow simultaneous operation for at least 10 users. visualization (information, messages, menu items, reports, help, etc.) must be displayed in Polish. The system will enable remotely attaching and disabling devices and confirming/erasing device failures. The system will provide at least a 5-year storage period of data with dynamic access and access to archival records from a period of 10 years.
