The municipality of Enschede and the municipality of Losser jointly outsource the 'Major maintenance of asphalt roads' programme. Operationally, especially on executive and facility matters, Enschede and Losser are already working together. For example, a framework agreement for engineering services was tendered in 2023. Both municipalities are also joining forces for the tendering of this programme.

For the selection of a Contractor, a 'restricted procedure' in accordance with chapter 3 of the Procurement Regulations for Works 2016 ('ARW 2016') is initiated. The application of this tendering procedure is in accordance with the municipal procurement and procurement policy. In this tender procedure, all documents are made available digitally via Mercell (Portal). All text and files in Mercell are an inseparable part of the tender documents.

This assignment is limited to the maintenance and reconstruction of asphalt roads. Asphalting work in other tasks such as sewer reconstructions are not part of this assignment. However, developments resulting from this assignment will be taken into account as much as possible.

The scope of the assignment consists mainly of:

•Conducting investigations

•Design work and preparation of the work to be carried out

•Activities contributing to the development task and innovations contributing to the objectives of the programme

•Replacing asphalt pavements and foundations

•Work on asphalt pavements adjacent element pavements

•Additional work such as road markings, traffic measures and green areas.
