We request your offer for unspecified civil engineering planning and expert services for the years 2023–2025 in accordance with this invitation to tender and the documents attached to it. Based on this procurement process, the service providers with whom the above-mentioned contracts are selected. a two-year contract for the provision of services (framework agreement referred to in section 42 of the Act on Public Contracts). The estimated start date of the agreement is 1.11.2023 and the agreement will end on 31.10.2025. The agreement includes two possible option years (until 31.10.2027).
The estimated value of the framework agreement exceeds the EU threshold referred to in section 26 of the Act on Public Contracts.
The open procedure referred to in section 32 of the Act on Public Contracts is used as a procurement procedure for establishing a framework agreement.
Road, street, regional and water supply planning (TKA, VHT)(Partial offers within the target group not allowed)In accordance with SKOL's industry grouping, the tasks mainly consist of general, street and building design of streets, public areas and related water supply lines, as well as related geotechnical design. The task may concern only one street section or cover a larger whole.
The assignments may also include stormwater planning, construction planning of water supply networks, excavation and foundation construction planning for water supply, and groundwater surveys. The assignment may also include the design of recycled material structures and the calculation of the carbon footprint of infrastructure construction.

Geotekniikka (GEO)Foundation construction design of construction sites, planning of foundation repairs and foundation reinforcements and groundwater management, design of earth structures and their foundation, design of excavations, geotechnical surveys of soil and bedrock, and environmental geotechnics.
The assignments may also include planning for stormwater management during construction, planning and expert tasks related to constructability studies and preconstruction prepared in connection with land use planning, as well as mass balance calculations, the design of recycled material structures and carbon footprint calculations.
