The order includes the overall update of the land use plan of the city of Ludwigshafen, service phases 1-3 according to §18 HOAI. A gradual assignment of the service phases 1-3 is planned.
Task for land use plan 2035; Update of the land use plan '99 of the city of Ludwigshafen
The city of Ludwigshafen am Rhein is the second largest city in the Rhine-Neckar metropolitan region with around 170,000 inhabitants. The municipal area covers 7 768 ha. Due to its dynamic economic development and its favorable location in the metropolitan region, a further increase in population can be expected. The current land use plan has been in effect since October 1, 1999 and has since been changed many times in partial updates. As a preparatory land use plan, the land use plan represents the general type of land use in its broad outline in accordance with the Building Code (BauGB) § 5 Content of the land use plan “and, as a cross-sectional overall plan, forms the basis for the control of all spatial planning.
In order to be able to meet the challenges in terms of sustainable, responsible and future-oriented urban development, the overall update of the land use plan for the urban area including its 10 districts is planned.
Basic services:
The order should include the following service phases (LPH) - by means of a tiered order, initially with level 1 and with the option of later awarding the other levels:
1) Preliminary draft for early participations (LPH 1 and level 1): 60%;
2) Draft for public interpretation (LPH 2, also level 2): 30%;
3) Plan for decision-making (LPH 3, also level 3): 10%.
Including the special services belonging to this level.
Special services (Annex 9 HOAI):
a) Preliminary coordination with those involved in the plan and specialist authorities;
b) preparation and follow-up of planning-related meetings;
c) coordinating planning participants;
d) moderating planning procedures;
e) adapting data formats;
f) Creation of by-plans, e.g. B. for traffic, infrastructure, land consolidation, property cards, quality cards taking into account the plans of others involved in the planning of technical matters;
g) preparing and carrying out scoping;
h) preparing, implementing, evaluating and documenting the formal participation procedures;
i) determining the likely significant environmental impact for the environmental assessment;
j) preparing the environmental report;
k) calculation and presentation of environmental protection measures;
l) processing of the requirements from the nature protection intervention plan in land use planning procedures;
m) Preparation of session templates, workbooks and other documents;
n) Significant changes or revision of the draft after disclosure or participations, especially after statements;
o) elaborating the municipality's advisory documents on statements within the framework of the formal participation procedure;
p) preparation of the process documentation;
q) Participation in the public relations work of the client including participation in information leaflets and public discussions as well as preparation of the necessary planning documents and briefs;
r) Participate in meetings of political committees of the client or in public participation meetings;
s) Participation in consultation and discussion dates;
t) Leading or accompanying working groups. Preparing the summary declaration in accordance with the Building Code.
The special services include participation in:
- approx. 50 events - thereof approx. 30 OBR information,
- approx. 3 expert workshops,
- approx. 3 citizen information,
- approx. 4 B + GA meetings,
- approx. 2 city council meetings,
- Approx. 5 city board meetings and
- approx. 3 other events.
