The subject of the contract is: non-rhythmic delivery of liquid fuels for organizational units of the State Fire Service of the Malopolska Region.
The supply of liquid fuels and fuel additive (AdBlue) will be carried out from the date of signing the contract until 31 March 2026 in the form of refuelling into the tanks of company cars, motor equipment and canisters.
Refuelling should take place at petrol stations (basic supplies) located at a distance of no more than 12 km (one way, measured along the shortest possible route to the station in accordance with traffic regulations) from the headquarters of the PSP organizational units listed in the annex to the SWZ.
The Contracting Authority anticipates that during the contract period it will purchase from the selected Contractor the following amounts of liquid fuels and fuel supplement:
1. Unleaded petrol 95 - 213 300 liters;
2. Unleaded petrol 98 - 35 000 liters;
3. Diesel fuel - 1 747 600 liters;
4. Premium class diesel fuel - 30,000 liters;
5. LPG - 25 600 litr

however, this quantity is indicative and does not bind the Ordering Party. The purchase of fuels will be carried out according to the current consumption by company vehicles and motor equipment of organizational units of the PSP of the Malopolska Region up to the maximum amount of financial resources allocated for this purpose.
The contracting authority requires that the service stations provided for its basic supply be open 24 hours a day, guarantee the access of heavy trucks (TIR type) to the fuel pumps.
In case of emergency, the Ordering Party's vehicles and equipment must be refueled as a priority by refueling out of turn (a car participating in rescue and firefighting operations or if the waiting time for fuel consumption would be longer than 20 minutes).
The Contracting Authority requires the Contractor to issue electronic cards or other documents for the Ordering Party's vehicles and equipment. Cards or other documents should be able to be blocked in the event of loss and notification by the Ordering Party. Cards or other documents are to enable non-cash refueling in the network of stations own or cooperating with the Contractor throughout the country. The Ordering Party reserves the right to order additional cards or other documents enabling non-cash refueling during the term of the contract.
The list of organizational units of the PSP with addresses is indicated in the annex to the SWZ.
Due to its nature, the subject of the contract has not been divided into lots. The specificity of the contract and the activity performed by the state fire service justifies the need to use all types of fuels at one Contractor with whom the contract will be concluded. Refuelling of rescue and firefighting vehicles at different Contractors (depending on the contract) during the action would significantly hinder the effective rescue operation.
The subject of the order shall comply with the following requirements:
(a) correspond to all the characteristics specified in the SWZ;
(b) liquid fuels and the fuel additive must comply with applicable rules and standards.
A detailed description of the object of the contract is Annex 2 to this specification of the terms of the contract, hereinafter referred to as SWZ.
The contracting authority does not allow partial bids.
The Purchaser does not allow submission of variants.
The Contractor does not provide for the possibility of a local vision by the Contractor
The Contracting Authority shall not reserve the obligation of the Contractor to perform the key tasks concerning the fulfillment of this order (in accordance with Article 60 of the Pzp Act).
Annex 2 to the SWZ approved by the Contractor constitutes part of the bid and is not subject to supplementation pursuant to Article 107(2) of the Public Procurement Law.
