Patient Signalling Systems

Trondheim Municipality and Malvik Municipality, hereafter called the contracting authority, invite tenderers to a contest with negotiations after a prior notice for a framework agreement with an underlying procurement contract for patient signalling systems (PAVA), as well as a maintenance contract for the systems that are delivered. The requirements for the maintenance contracts for Trondheim and Malvik are different due to the municipalities' different sizes and organisation.

A general joint framework agreement will be signed for Trondheim Municipality and Malvik Municipality. Under this framework agreement the municipalities will sign separate procurement contracts with identical requirements. A change notification to the procurement contract will be agreed for each location that is to be built or renovated during the contract period. Maintenance contracts that are connected to the two procurement contracts will also be signed. As for the procurement contract, a change notification to the maintenance contract will be made for each location that is commissioned.

Part of the commitment to welfare technology for the health and welfare sector is the implementation of patient signalling systems. Patient signalling systems will be implemented in residences and activity centres, in institutions in health and welfare centres, and in municipal sheltered accommodation flats that are integrated in health and welfare centres. The contracting authority needs to procure a new contract for patient signalling systems for call-offs for the renovation or construction of such buildings. When an existing installation is to be expanded, an assessment will be made as to whether the existing system is to be expanded, or a new system is to be installed. This will depend on finances, the age of the existing system, and functional needs.

The contract supplier must also offer a maintenance contract for delivered systems.

Patient signalling is vital for the operation of a health and welfare centre and to ensure that residents can communicate with employees. It is also vital for dividing jobs and for communication between employees. Low staffing increases this vital need. Therefore the downtime must be as low as possible and there must be quick troubleshooting if an error occurs. The personnel cannot undertake a lot of troubleshooting, particularly in the evenings and at night. It is also essential that the system requires minimum administration from employees.
