Award of property planning services for buildings and interiors as well as outdoor facilities of the municipality of Ammerbuch for the new construction of the Ammerbuch-Altingen rescue centre.
In the course of the feasibility study for the Ammerbuch fire brigade, the previous location of the Altingen department was not considered fit for the future. In the meeting of 26.07.2021, the municipal council instructed the administration to examine and plan the feasibility of a new building for a rescue centre in Ammerbuch-Altingen. The Altingen fire department currently has 30 firefighters, in addition there are deployed emergency personnel during the daytime, so that these increase to 50. Lack of space and the location of the building have prompted the municipality to provide for the new building on another location.
The subject of the present tender are services of property planning buildings and interiors according to § 34 HOAI 2021 in conjunction with .m. Annex 10.1, service phases 1 to 9 as well as services of object planning outdoor facilities according to § 39 HOAI 2021 in conjunction.m with Annex 11.1, service phases 1 to 9 for the new construction of the rescue centre in Ammerbuch-Altingen].
The planning services awarded are expected to be provided from the fourth quarter of 2022.
A gradual assignment is intended, there is no entitlement to further assignment.
The specific scope of the services to be provided by the contractor results from the procurement documents, which are made available to the selected applicants in the second stage.
As part of the new rescue centre or fire station to be built, six vehicle boxes, an extension area for a seventh box as well as sufficient storage rooms and premises for equipment maintenance and repairs must be provided. A Red Cross base is also planned in the rescue centre. For up-to-date training and further education, training rooms with partition wall options must be provided.
Extended demands must be made of the new rescue centre or fire station to be built. All standards and regulations required for the new construction project must be observed. Among other things, the requirements of the DIN 14092 series of standards for fire stations must be met. Bidders must focus on these requirements across all service phases in order to ensure that funding for the building is obtained.
The rescue centre must be planned in such a way that it is possible to merge two departments at a later date. The task of the possible, but not decided, merger is to be regarded as a great challenge. For the integration of the relatives into a powerful fire brigade as well as the common location with the GRC, special importance must be attached to the expansion and preservation of the camaraderie. In addition to the members of the emergency departments, the youth fire brigade, the internal age department and the music department (Spielmannszug) will be located in the Altingen Rescue Centre. In addition to the purely functional rooms, it is necessary to install separate rooms for camaraderie care and joint activities.
In the run-up to the award procedure according to VgV, a fire brigade requirements plan (2017), an isochronous calculation (2020), a spatial concept (with orientation character) for the rescue centre were developed and expert opinions were carried out. Due to the funds from the funding programme, adjustments to the original spatial programme are not possible without restriction. The scope of services includes the development of an independent new concept.
The gross floor area (GFA) of the building to be planned is approx. 1,800 m². The budget for this measure is approximately EUR 6.5 million.
