The Wallonia Picarde rescue zone is looking for an integrated solution for managing rescue operations in order to:
- receive and manage requests for interventions and reinforcements from among others an emergency call center 112, interveners in the area, another rescue area, a citizen ... These requests can be transmitted by a computer file of XML type, a telephone call, an electronic counter (e-locket), a radio communication;
- make proposals for sending means respecting the rules of the fastest adequate aid (AA + R) based on the intervention address, the type of intervention and the availability of human and material resources;
- alert human or material resources in an automated or manual manner by at least the following means: paging, SMS, SDS, public address (PA), computer interface, third-party mass alert system (via Webservice), smartphone application;
- manage the availability of human and material resources, both for professionals and for volunteers;
- recall available staff;
- support rescue operations;
- ensure the automatic and manual recording of data related to the intervention: timing of resources, quality and quantity of resources, personnel present, note of actions (handrail) of the dispatcher, of the head of operations;
- allow the drafting of an intervention report according to the model of the internal SPF by taking up the data previously recorded while ensuring a pre-established approval path;
- allow consultation, management and archiving of intervention reports;
- have the data necessary for statistical analyzes of the operational activity of the area;
- have a real-time supervision tool for the availability of resources in the area in a global manner, by post or by type;
- measure the availability of human and material resources;
- disseminate and display information intended for operational staff (sms, paging, display screens, web page ...).
[For information] The following are not the subject of this contract and are made available by the Zone de Secours Wallonie Picarde:
- client stations;
- on-board tablets;
- LCD TVs for remote display;
- the local area network (LAN) infrastructure of the aid stations;
- the internal VOIP infrastructure in the rescue zone;
- any TETRA communication equipment to be connected to the Astrid network;
- any network communication equipment to be connected to the Astrid infrastructure;
- public address equipment (PA) in aid stations.
