On behalf of the Norwegian Directorate for Education and Training, the existing Learning Centre was established in 2003. The Learning centre is an advisory service for schools. The advisory service comprises the following 3 main elements:

— an internet site;

— a response service;

— annual national conferences regarding kindergartens and schools.

The Norwegian Directorate for Education and Training purchases expertise from external specialist environments which assists the Directorate in the development and operation of the advisory service. The Directorate shall enter into an agreement with provider(s) that can provide these advisory services over a 3 year period. Option for a further 1 year prolongation, starting from January 2016. The provider is free to engage joint venture partners.
