The community of Saarwellingen currently intends to expand the care situation in the community of Saarwellingen in the short term and to adapt it to current needs and specifications.

The subject of the present tender are the architectural services (project planning) according to Section 34 HOAI for the new construction and conversion of a daycare center in Saarwellingen-Schwarzenholz.

The new kindergarten in Saarwellingen-Schwarzenholz is to be built on the site of the former Astrid-Lindgren primary school. The building has been empty for some time and is therefore to be given a new use.

The building is located directly on the main street opposite the St. Elisabeth kindergarten (see Appendix 1 - location). Parts of the old elementary school, such as the two-storey main block with a basement and the basement of the break hall, will be retained and will be converted. The rest will be canceled.

The goal is a 7-group day-care center, 4 kindergarten groups and 3 crèche groups are planned.

With regard to the schedule, it can be assumed that work will begin immediately after the contract has been awarded. The measure must be completed and billed by December 31, 2023.

In addition to the new building and conversion of the day care center in Saarwellingen-Schwarzenholz, plans for the new construction of the FGTS Astrid-Lindgren School in Saarwellingen-Reisbach are to be initiated as soon as possible. Here, the planning services for object planning, structural planning and technical equipment are to be tendered throughout the EU.

The municipality of Saarwellingen awards the architectural services (object planning) according to § 34 HOAI for the new construction and renovation of a day care center in Saarwellingen-Schwarzenholz.

This order comprises the basic services of the aforementioned object planning services for the following service phases:

- Performance phase 1: basic investigation (partially),

- LPh 2: preliminary planning,

- Phase 3: Design planning,

- Lph 4: approval planning.

The client reserves the right to award the following services in stages:

- Lph 5: execution planning,

- Lph 6: preparation of the award,

- Lph 7: participation in the award,

- Performance phase 8: Site supervision - construction supervision and documentation,

- Lph 9: property management.

There is a gradual assignment. The contractor has no legal claim to commissioning further service phases or an overall commissioning. Site plans, as-built and floor plans as well as a cost estimate are available for the named measure, which are made available to the applicants on subreport. During the application phase, there are no other documents that can be requested beyond this announcement or the forms and information provided under subreport. Further documents may be made available to those applicants who have been selected after the application phase (phase 1) and are asked to submit a fee offer and to participate in a negotiation interview (phase 2).

Other services to be awarded are not part of this tender and will be awarded separately. In parallel to this order, 2 further orders will be awarded:

1. Structural planning according to § 51 HOAI for the new construction and conversion of a day care center in Saarwellingen-Schwarzenholz (performance phase 1-6),

2. Planning services of the technical building equipment according to § 55 HOAI of the plant groups 1-7 for the new construction and conversion of a day-care center in Saarwellingen-Schwarzenholz (performance phase 1-9).

Double applications within the scope of this tender for the contract to be awarded architectural services (property planning) are not permitted. Multiple applications within the scope of the present advertisement of individual applicants or individual members of an applicant community can lead to the exclusion of all affected offers if the applicant, the bidder consortium or the affected competing member companies or bidder consortia cannot prove that the offers in question were created completely independently of one another.

The value of EUR 3 580 540.97 mentioned under II.1.5) is the currently estimated net investment amount.
