The temporary changes to the law were made due to an extraordinary situation. The aim of the procurement is to get an evaluation of whether the temporary changes to the law are accurate, appropriate, and usable, with a focus on how and to what degree the temporary rules are important for and influence the municipalities and counties' handling of large arrivals of persons fleeing Ukraine in a short period of time.
The procurement will give the ministry continual knowledge of the temporary rules and whether they function as intended - whilst they are in force.
The aim of the procurement is also to evaluate whether the effect of the temporary provisions in the Integration Act show that changes ought to be made to the ordinary integration rules. Here it will be interesting to look at employment, participation in nurseries, primary and secondary schools, sixth form colleges, and higher education, the introduction programme, and language training, etc.
There is also an aim to use the evaluation to improve hearing and law work in an extraordinary situation or crisis.
The government will, in light of future developments, assess whether there is a need to propose other changes and measures than those included in the hearing note on the continuation of the temporary rules in the law due to the arrival of persons fleeing Ukraine etc., in order to manage extraordinary arrivals from Ukraine. This can, for example, be stand-by legal basis in different laws. There will be an option as part of the follow-up evaluation assignment for an expansion of the project to include the evaluation of such changes. Whether it will be relevant to carry out this part will depend on the consideration of the Proposition and when any changes to the law come into force.
