The district of Gütersloh wants to erect a three-storey administration building on a plot of land in Halle (Westphalia), which will house the North Regional Office of the Youth Department. The subject of this procedure is the services provided by TGA relating to high-voltage installations, telecommunications and information technology installations as well as conveyor systems (plant groups 4, 5 and 6).
The district of Gütersloh is located in North Rhine-Westphalia (Ostwestfalen-Lippe). The Regional Office North of the Youth Department is to be built on the currently still developed property at Alleestraße 60, 33790 Halle (Westphalia). The buildings currently on the property will be dismantled by the city of Halle (Westphalia). The dismantling is not the subject of the tendered service.
A three-storey new building with a gross floor area of around 1,100 m² is to be planned. It is an administrative building open to the public. Therefore, accessibility must be guaranteed for all public areas. The usable area must be at least 784 m². The building is to be designed for a total of 29 workplaces and will include additional areas (e.g. meeting rooms, playroom, kitchen). The preliminary cost target is to meet a budget of EUR 1,430,000.00 net for KG 300 (building construction) and EUR 561,000.00 net for KG 400 (technical systems), a total of EUR 300 and EUR 400 1,991,000.00 net.
The specialist planning services requested here relate to the technical equipment electrical, service phases 1 to 3 and 5 to 9 (cf. § 55 para. 1 sentence 2 HOAI) of the plant groups 4 (heavy current systems), 5 (telecommunications and information technology systems) and 6 (conveyor systems), cf. § 53 para. 2 nos. 4 to 6 HOAI. The client will commission the services in stages. In commissioning level 1 with the award of the contract, the service phases 1 to 3 are initially commissioned for each of the above-mentioned plant groups in accordance with § 55 para. 1 sentence 2 HOAI. Furthermore, special services/additional services must be provided in accordance with the service description.
The fee is agreed on the basis of the Fee Schedule for Architects and Engineers (HOAI) in the currently valid version 2021. Among other things, bidders have the option of offering a flat-rate percentage discount or surcharge on the HOAI fee for the basic services. For special services/additional services, all-inclusive prices are to be offered.
The client intends to receive funds from the "Climate-friendly new construction" funding program of the Federal Ministry of Housing, Urban Development and Building.
The contracting authority awards further planning services in other lots, which are carried out as separate procurement procedures. EU-wide, this is object planning for buildings and interiors, technical equipment HLS and structural engineering. The technical equipment services to be awarded in the present procurement procedure are not further subdivided into lots.
