Currently National Road 23 is a national road that connects the E6 in Akershus with the E18 in Buskerud and relieves Oslo of through traffic. Regionally the road is an important connection between Drammen and several urban locations on Hurumlandet. The section of road has been undergoing engineering design, construction and improvement after the Parliament undertook the expansion of the Oslo Fjord connection in 1996.

The existing national Road 23 between Linnes and Kjellstad does not satisfy applicable national roads requirements with the current volume of traffic. Neither the road width, curvature, exits, crossing solutions or speed limits are satisfactory. Local traffic and through traffic are creating environmental and traffic safety problems for residents along the stretch.

In 2007 the municipal sector plan for the main roads system for outer Lier was approved. The municipal sector plan recommended a route for National Road 23 from Linnes via Amtmannsvingen to E18, with a complete crossing at Lierstranda/Strandbrua. This has now been discarded and the Contracting Authority is looking for a solution where National Road 23 goes directly up to the E18 from Linnes, and to a possible tunnel portal in Lianåsen.

The Norwegian Public Roads Administration wants to start municipal sector plan work for the new National Road. 23 on the stretch Linnes — E18 — Lianåsen. The new National Road 23 shall be planned as a 4 lane road. The objective of the municipal sector plan is to undertake a road corridor and junction placement for the stretch from Linnes to the junction with E18 and further to the tunnel portal in Lianåsen.

There are several major review underway in the vicinity of the plan area. A fjord town is planned at Lierstranda. Vestre Viken plans a new regional hospital at Brakerøya and The Norwegian National Rail Administration is reviewing the possibility for closure of Brakerøya and Lier stations.
