The subject of the contract is a service including:
Collection and management of municipal waste from all properties located within the administrative borders of the Sandomierz Municipality where residents live.
Equipping inhabited properties located within the administrative borders of the Sandomierz Municipality with containers and bags.
The estimated amount of waste to be collected from inhabited properties in 2024 is 5707.7 Mg.
A detailed description of the subject matter of the contract can be found in Appendix 3 to the Terms of Reference (Description of the subject matter of the contract) and in Appendix 2 to the Terms of Reference (draft contract).
Estimated amount of waste to be collected from inhabited properties in 2024 (Basic Order):
Based on the amount of individual types of municipal waste collected directly from residential properties in the area of the Municipality of Sandomierz in 2022 and the amount of individual types of municipal waste collected directly from residential properties in the area of the Municipality of Sandomierz in the period from January to August 2023, the following amounts of municipal waste to be collected from residential properties in the Municipality of Sandomierz in 2024 (by type of waste) are forecast:

The above-mentioned quantities of waste are estimated quantities given for the purposes of preparing an offer by the Contractor and calculating the maximum value of the contract by the Contractor. These quantities are subject to change during the course of the order.
On the basis of the above information and publicly available data, the contractor should take into account the risk of a change in the number of residents served, a possible increase in the number of properties serviced, the amount of waste collected (in particular an increase) as part of the municipal waste management system.
During the term of the contract, the Contracting Authority shall provide the Contractor with lists of newly submitted properties for service.

- Information on municipal waste collected directly from residential properties located in the Sandomierz Municipality,
- Estimated amount of waste to be collected from inhabited properties in 2024 (basic order, right of option),
- Information on the collection and frequency of municipal waste collection, equipment with containers and bags, waste collection schedule, management of municipal waste collected from property owners, ensuring cleanliness of waste collection sites, the Contractor's obligations in the field of reporting and information and educational activities, sanitary standard of contract performance and environmental protection, obligation to keep documentation related to the covered activities the contract, the detailed procedure to be followed in the event of non-selective waste collection, the detailed requirements for entrepreneurs collecting municipal waste from property owners and other conditions for the provision of the service.
- Inf. on subcontractors, joint application for the award of a contract, reliance on the resources of other entities, the requirement of employment (in accordance with Article 95 paragraph 1 of the Upzp) by the Contractor or subcontractor on the basis of an employment relationship are in the SWZ.
The Purchaser does not provide:
-the obligation/does not allow the Contractor to carry out a local inspection and check by him the documents necessary for the performance of the contract available on the spot at the Ordering Party, referred to in Article 131 paragraph 2 of the UpZP,
- optional grounds for the exclusion of Contractors on the basis of Article 109 of the Upzp.
Contractors who are not subject to exclusion may apply for the award of the contract on the following grounds:
- Article 108(1) of the UPZP,
- Article 7(1) of the Act of 13 April 2022 on special arrangements for counteracting support for aggression against Ukraine and protecting national security,
- Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, including subcontractors, suppliers or entities whose capacities are relied upon within the meaning of the Public Procurement Directives, where they account for more than 10 % of the contract value.
The grounds for exclusion are regulated in detail by the SWZ.
