Lot 1 Hinterzarten

The Zweckverband Breitband Breisgau-Hochschwarzwald (client) comprises 40 cities and municipalities in the district of Breisgau-Hochschwarzwald as well as the district of Breisgau-Hochschwarzwald itself.

The task of the special-purpose association is to ensure an expansion with fiber optics for underserved households and commercial enterprises in the association area.

In the context of a previous Europe-wide tender, an operator for subsequent grid operation was identified via the special-purpose association. Vodafone GmbH, which has been selected as the network operator, will operate the client's planned network for expansion.

The project is to be funded in accordance with the guideline "Funding to support broadband expansion in the Federal Republic of Germany" as well as according to the administrative regulation of the Ministry of the Interior for co-financing the funding from the guideline for the support of broadband expansion in the Federal Republic of Germany (VwV broadband co-financing) and VWV broadband funding. The preliminary funding decision of 17.12.2019 for the project is attached to the provisional funding decision of 17.12.2019. In total, investments totalling around EUR 4,094,442.61 net are planned for the expansion of the NGA network (FTTB).

The specifications and specifications of the funding or project promoter regarding the material concept must be observed.

Investments of around EUR 493,143.63 net are planned for the expansion of the backbone.

The listed route lengths can be reduced or shifted due to co-laying that has been coordinated in the meantime.

The current planning status essentially corresponds to the preliminary stage of approval planning, which is based on the existing structural planning. A total of approx. 196 FTTB house connections are planned. The project includes:

- New line construction (paved surface): 11,900 m

- Construction of new railway line (unpaved surface): 3,948 m

- Cable pulling into existing conduit: 444 m

- FTTB distributors (cabinets and/or shafts): 14 pieces

- POP prefabricated buildings and/or cabinets: 5 pieces

Furthermore, the eligible drivage based on reserve capacities and the connection of paths of adjacent light grey spots (excluding tunnelling addresses) via the grey spots upgrade are planned. Further strategic-functional connections in the context of the upgrade grey spots are reserved.

The aim of the expansion project is to ensure homogeneous, future-oriented and demand-oriented fiber-optic-based broadband coverage for the underserved areas (white spots). As the client, the Zweckverband Breitband Breisgau-Hochschwarzwald builds infrastructures in the operator model. The client will set up passive FTTB broadband infrastructures as well as the backbone, which will remain its property.

The advertised scope of services refers to eligible areas and objects in the project area that are subsidized as "white spots" according to the federal and state funding program (co-financing). Furthermore, the eligible tunnelling on the basis of reserve capacities and the connection of light grey spots adjacent to the route (excluding tunnelling addresses) via the upgrade grey spots are planned. In addition, the client reserves the right to connect strategic gray spots. Likewise, non-eligible services must be provided throughout the association's territory.

The entire scope of services advertised relates to:

• the backbone level

• the feeding level

• the distribution level

• Pre-stretching/tunnelling based on reserve capacities

• House connections

• house connection management

Depending on the circumstances, the scope of services may or may not be eligible. Thus, within the planning, mass survey, cost determination, tendering, awarding, billing and documentation, a separation of the scope of services with regard to eligibility for funding must be transparent, understandable and comprehensible

The requirements of the funding body with regard to the separations within the list of data requirements must be ensured, ensured and documented throughout all phases of the project. A traceable and transparent change system is to be developed by the contractor and ensured and maintained throughout the entire course of the project.

Further differentiations within the scope of ineligible services, such as separation according to different clients and, for example, with divisions to be relocated, are possible.

The project is to be funded in accordance with the guideline "Funding to support broadband expansion in the Federal Republic of Germany" as well as according to the administrative regulation of the Ministry of the Interior for co-financing of funding from the Guideline for the Support of Broadband Expansion in the Federal Republic of Germany (VwV Broadband Co-financing) and VWV Broadband Promotion.
