The contracting authority needs a framework agreement(s) for the procurement of transport diesel and site diesel (both HVO100 and fossil diesel), as well as AdBlue and windscreen fluid for its vehicle fleet. The contest is split into two (2) sub-contests, one for the procurement of diesel, and one for the procurement of AdBlue and windscreen fluid. Each sub-contest will be evaluated and awarded separately. Tenderers can submit tenders for one (1) or both (2) of the sub-contests. The tender must be clearly state in which sub-contest the tender is for. The framework agreement period is 1 year, with an exclusive option for the contracting authority to extend the framework agreement for 1+1 year. Based on statistics, and the best estimate, the contracting authorities estimates that the contract value for the entire contract period, including options, will be approx. NOK 30 million for diesel products, and NOK 400,000 for AdBlue and windscreen fluid.
Re transport diesel, the contracting authority will mainly have advanced HVO100 delivered to its tank facilities (30 m3) at Heggstadmoen 53. The estimated annual volume is 480,000 L.
In addition the contracting authority needs to fill fossil diesel from an external tank facility for some of its vehicles, estimated to approx. 30,000 L per annum. In order to see to the need for fossil diesel, and in the event of delivery challenges to the contracting authority's tank facilities, tenderers must be able to offer an alternative location for tanking the contracting authority's vehicles, possibly a contract with sub-suppliers for an agreement such as a company card, with through-invoicing via the tenderer.
Re site diesel, the contracting authority shall currently have fossil diesel delivered to the contracting authority's tank facilities (13 m3) at Heggstadmoen 63. The estimated annual volume is 210,000 L.
The contracting authority will have an option for the delivery of HVO100 site diesel, equivalent to 180,000 L a year, delivered in bulk to the existing tank facilities. If the option is taken up, it will in addition mean the delivery of the remaining 30,000 L a year of fossil site diesel, as well as the delivery of 1 extra tank facility for this. If the option is taken up, the contracting authority would like the tenderer to come on a site inspection at the contracting authority's property and give an offer based on his best recommendation as regards placement, size, rules, and requirements. The tank facility must have a system for vehicle registration during tanking, so that it is compatible with existing systems at the contracting authority.
The contracting authority would like to have AdBlue and windscreen fluid delivered to its tanks at Heggstadmoen 53. The contracting authority currently has 3x1000 L tanks for AdBlue and 1x1000 L tank for windscreen fluid. The estimated volume a year is approx. 25,000 L AdBlue and 2,000 L windscreen fluid. In addition to bulk deliveries, the contracting authority would like the possibility to have the products delivered in IBC tanks (1000 L) and in barrels (210 L).
