The target of the procurement is mobile C-kaari imaging equipment for the joint municipal authority of the Northern Ostrobothnia Hospital District and its Erva procurement ring as defined in this invitation to tender and its appendices. A procurement ring refers to a procurement ring formed by PPSHP and other municipalities, joint municipal authorities, joint municipal authorities and/or hospital districts. The procurement ring units involved in the procurement are indicated in section 13 "Procurement ring units" of the draft contract.
An estimated 14-18 mobile C-arms will be procured through competitive tendering during 2022-2026. The subscriber does not commit to any order quantities.
C-arms based on ionizing X-ray radiation are used to perform various X-ray examinations in surgery and other procedures. The description is used to guide, monitor and ensure actions. The main place of use of the acquired equipment at Oulu University Hospital will be the surgery wards and procedure rooms of the new hospital in buildings A, B and F (locations). In addition, equipment will be procured for the surgery ward and remote hospitals of the current Outpatient Facility; Oulaskangas and Raahe (locations).
The procurement is divided into four areas according to its intended use and the comparison is carried out by sub-area:
Sub-area 1) Basic C-arches
Sub-area 2) Mini-C-arms
Sub-area 3) Vascular-C-arcs
Subdivision 4) 3D-C arcs.
A framework agreement is formed from the procurement, in which one supplier and one equipment per sub-area are selected.
The length of the contract period is two (2) years, after which possible option periods are one (1) + one (1) years. The client decides on the exercise of the options and the length of each option period separately by sub-area. The Client shall notify the Supplier of the introduction of the first option before the end of the actual contract period and of the exercise of the second option before the end of the first option period.

Basic C-armsBasal C-arms are used when a 2D fluoroscopy of the patient's operated part of the body is desired during surgery or procedure. The equipment must be suitable for a wide range of specialties in hard tissue and soft tissue surgery.
Basic C-arms must work without a separate display tower, be easy to use in size and smooth to move even in tight spaces. The equipment must be connected to the hospital's wireless device network for the transfer of patient data.
Special emphasis is placed on beam optimization and versatile 2D imaging automation.
Mini-C-armsMini-C-arches are smaller in size than the basic C-arms and are mainly used for imaging limbs, especially in hand surgery. The mini-C-arms to be procured must be particularly suitable for hand surgery.
Vascular-C-arcsThe package used in vascular procedures should be usable for angiographies and endovascular procedures performed during surgical procedures, such as:
- arteries of the lower and upper extremities
- abdominal aorta and iliaca arteries.
The usability of X-ray equipment in neurosurgical vascular surgeries and gastrosurgery, for example, is also considered an advantage.
3D-C arcs3D devices are motorized C-arms that can be used to image a three-dimensional image deck. 3D-C arcs can also be used to shoot 2D images normally. 3D images can be viewed as either projection or clip art.
The 3D-C arc must be connected to one or more surgical navigators used at Oulu University Hospital (Brainlab Curve and/or Medtronic S8 surgical navigation devices). Patients can be of any age and size.
