The subject of the contract is the purchase of a security inspection service, including the necessary activities for the performance of this service and the obligations and activities required by the tender documentation (Specification of the Order Terms and Conditions - hereinafter referred to as “SWZ”, .together with attachments).

The subject of the contract will be executed as a standard set by national and EU legal regulations, in accordance with the requirements set out in particular in the contract and the detailed description of the subject matter of the contract (OPZ) - which are annexes to the SWZ.

The place of implementation of the benefit is Wrocław Airport.

1. The subject of the contract includes the provision of a security inspection service to PLW S.A. understood as the implementation of the activities set out in national and EU rules on the protection of civil aviation and protection of persons and property consisting in:

(a) inspection of the safety of persons, cabin luggage, items carried and checked baggage including liquids, aerosols and gels;

(b) inspection of the security of air carrier's mail and materials, on-board supply and airport supplies;

(c) conducting airport access controls and patrols;

- in order to determine the legal possibility of admission of persons and objects in the restricted area of the airport and their transport by air - details include SWZ.

2. The most important requirements which the Contractor must fulfill for the proper performance of the service are in particular:

(a) the implementation of tasks in accordance with the Act on the Protection of Persons and Property of 22.08.1997 (i.e. Journal of Laws of 2021 item 1995), and in particular in accordance with Article 36. 1 of that Act;

(b) the obligation to comply with the requirements laid down in the Act of 22 August 1997 on the Protection of Persons and Property, in particular Articles 22a and 22b of the abovementioned Act;

c) implementation of tasks in accordance with the Aviation Law Act of 03.07.2002 (Journal of Laws of 2020, item 1970, of 2021, items 784, 847, 1898),and in particular in accordance with Article 186b(1)(1) and Article 186b.

paragraph 5;

(d) the obligation to ensure adequate quantities of employees (personnel) of both sexes guaranteeing the assumed bandwidth of the safety control strings at each point/string of the security checks to perform manual safety checks in accordance with the applicable rules;

(e) the obligation to provide additional checks on the safety of passengers and luggage of high-risk flights,

3. The Contracting Party requires that the security inspection service shall be carried out by a staff with important qualifications and powers required by the law on security control and access control - details in this regard include SWZ.

4. The contracting authority requires that the contractor ensures the appropriate organization of working persons providing the security control service, in order to obtain optimal throughput at the security control point (string) - details in the organization of work are included in the SWZ.

5. Benefit period: 24 months.

6. This procedure provides for the possibility of awarding a contract pursuant to Article 388 (2) (c) of the PZP. The notice consists in the repetition of a similar service in accordance with the subject of this order, the scope and conditions under which the service will be contracted are included in the description of the basic order in SWZ - details include SWZ (Annex to SWZ - detailed description of the subject of the contract).
