The purpose of the procurement is establishing framework agreements for contracting software development resources for the Customer's digital services.
The purpose of the tender is to establish a framework agreement for software development for digital services.
During the framework agreement period, the Customer shall develop and renew a number of key services for the knowledge sector:
• The Joint Student System (SiS) (FS) and underlying applications will undergo a major modernization. A pre-project has been completed in 2021, and the actual development work will start in 2023.
• There is a plan for a renewal of the joint system for admission to Norwegian higher education – “Samordnet Opptak”. Provided that funding is available, this will entail preparatory work in 2022 and software development work in the period 2023-25.
• The Analysis Platform for Management Information and Decision Support will deliver the next generation of analysis tools for the entire knowledge sector.
• The Customer, in collaboration with the Directorate for Higher Education and Competence, are behind the initiative for establishing a competence platform for lifelong learning and the Knowledge Sector Data Community (KUDAF). These will require significant software development resources in the period 2022-25.
• The Customer is in the process of establishing a joint service for cybersecurity for research and education. With this service, the sector will have access to consulting and analysis as well as other security services.
• In addition, there are plans for a number of other initiatives that require software development resources during the contract period, at the same time as existing services such as Feide, IAM and The National Science Archives will be further developed.
The purpose of the procurement is to increase the capacity for system/software development, to ensure that the Customer is able to deliver on this expected increased volume of tasks.
The Customer currently has a significant number of own developers. The Customer’s sourcing strategy states that the company's own resources should primarily take responsibility for the development and management of its own services. Procuring external resources will be used in order to increase development capacity when needed.
