Abellio GmbH (HQ) and its affiliated subsidiaries (hereinafter referred to as "Abellio", "Client", "AG" or registrar) operate transport services in the Stuttgart network and in the Diesel network Saxony-Anhalt in the SPNV. In addition to the SPNV traffic, the Abellio operates the stationary and mobile sales via mobile and stationary ticket machines (mFAA / stFAA), validators and person-operated sales points (pbV).

Current operating subsidiaries are for the above networks:

- Abellio Rail Mitteldeutschland GmbH (hereinafter referred to as "ABRM");

- Abellio Rail Baden-Württemberg (hereinafter referred to as "ABRB") ABRM and ABRB are referred to below as "OpCo".

The HQ carries out the award procedure centrally for the OpCo. The later “framework supply agreement on maintenance and cash management for mFAA, stFAA and pbV (hereinafter“ framework delivery agreement ”) is concluded between the supplier and Abellio GmbH.

This tender serves to procure services for the preventive and corrective maintenance of the mFAA, stFAA, validators as well as the cash management for the FAA and the pbV. The requirements for the services required differ according to the two networks (Diesel network Saxony-Anhalt and Stuttgart network). These can be found in the respective specifications.

The services are advertised in 4 lots:

- Lot A: preventive and corrective maintenance of the FAA / validator in the Stuttgart network;

- Lot B: preventive and corrective maintenance of the FAA / validator in the diesel network Saxony-Anhalt;

- Lot C: cash management of the FAA / pbV in the Stuttgart network;

- Lot D: FAA cash management in the diesel network in Saxony-Anhalt.

The advertised services are to be included in the Diesel network in Saxony-Anhalt on 1.1.2021. The advertised services are to be included in the Stuttgart network by 1.1.2022.

In order to ensure a uniform evaluation of the offers, HQ specifies a fixed framework supply contract, which must be accepted by every bidder without changes.

Abellio GmbH announces a framework agreement with a term of 3 years with the option to extend it for a further 2 years, with the start of lot A on 1.1.2022.

The contractor to be awarded the contract is to carry out preventive and corrective maintenance services for stationary ticket vending machines and validators in the Stuttgart network / Neckar valley, lot 1.

In the negotiation process, the client can place the order on the basis of the initial offers without entering into negotiations, Section 15 (4) SektVO.

The surcharge will be determined per lot after submission and evaluation of the offers in accordance with § 127 GWB i. V. m. Section 52 (2) SektVO issued for the most economical offer. The most economical offer is determined on the basis of the best price. A maximum of one framework contract is concluded with one contractor per lot. A bidder / bidding consortium can win several, including all lots. The respective order is made individually from the framework agreement specifically for the respective network of the subsidiary.
