IVO has continuous need for IT consultants with varying skills. Often the need arises with a short posture. The business is constantly evolving and at a high pace and there is pressure on a changing and flexible IT environment. This makes it difficult to predict a future need for IT consultants, what kind of skills will be needed and to what extent.
IVO intends to sign through this procurement framework agreement with a (1) intermediary for the mediation of IT consultants.Framework contract term will be one (1) year with the possibility of extension.
IVO has the unilateral right to extend the framework agreement once or more times. However, the total framework agreement period shall not exceed 48 months

IVO applies an agile approach to achieving quality improvements in the development of IT support at the Authority.
The needs and requirements of end-users are captured and indicative of how to develop and renew IT support to support the continuous development and streamlining of workflows.

There are currently five (5) agile development teams. Each team is responsible for the development and management of one or more of the IVO systems as well as the development of methods and tools for continuing development and data capture. The work of the teams is led by iVO employees (both product owners according to Scrum and other more operational competencies) and consultants.
Teams are (or will shortly be) resourced to manage development “from ax to loaf” (development, management, 2:nd line support) to the extent possible. The purpose and scope of the teams are decided jointly within the teams and with the management of the IVO.
