The purpose of this tender is to purchase the Transport Capacity (vehicle and driver) for the implementation of ZOOV's route-related passenger transport. The contracting authority and also the Client is the municipality of Winterswijk, team ZOOV Beheer, on behalf of the municipalities of Aalten, Berkelland, Bronckhorst, Doetinchem, Oost Gelre, Oude IJsselstreek, Winterswijk, possibly other (care) organizations etc. ZOOV Beheer is the joint implementing organization for the target group transport of these seven Achterhoek municipalities. This team is an organizational part of the municipality of Winterswijk.

Within the Route Transport of ZOOV, transport is currently provided for the passenger groups:

Pupils who use adapted transport to/from school or internship address, Young people in the context of the Youth Act, Employees on the basis of the Participation Act or WSW, Travellers (for example on the basis of the WMO), Pupils for Gym or swimming location and Pupils for childcare (e.g. BSO).
